General <br /> <br />1. The Anoka County Comprehensive Plan has been submitted to the <br /> Council for review under Section 473.175 and 473.851 to 473.872. <br /> <br />Anoka County is the northernmost of the seven counties that <br />comprise the Twin Cities Metropolitan Area. Anoka County has a <br />1980 census population of 195,998 and has a land area of 286,941 <br />acres. The City includes 17 cities and four townships. All <br />are preparing comprehensive plans for their area of <br />jurisdiction. <br /> <br />Anoka County has certified that its Comprehensive Plan has been <br />circulated to adjacent governmental units at least six months <br />prior to submittal and again upon submittal to the Council. <br />Coments have been received by the Council from cities, <br />townships, school districts, the Rice Creek Watershed District, <br />as well as MnDOT and MWCC. <br /> <br />The Anoka County Comprehensive Plan does not contain an element <br />regarding protection and development of access to direct sunlight <br />for solar energy systems as required in Section 473.859 of the <br />Metropolitan Land .Planning Act, as amended by the Omnibus Energy <br />Act of 1978. <br /> <br />B. Conformity With Metropolitan System Plans <br /> <br />1. Transportation <br /> <br />The transportation element of the Anoka County Plan is consistent <br />with regional transportation plans and policies. <br /> <br />2. Sewers <br /> <br />as <br /> <br />Anoka County has a very limited role in on-site system <br />management. The County does, however, enforce on-site system <br />regulations within designed shoreland, floodplain and scenic <br />river areas. <br /> <br />The Water Quality Management Policy Plan contains guidelines <br />for on-site system management. A large number of the <br />applicable guidelines are followed in the County Plan, but <br />apparently not all. Anoka County's Plan is not in complete <br />conformity with the Policy Plan until all aspects of on-site <br />system management recommended in the Policy Plan are <br />addressed. <br /> <br />b. Th~ounty Plan need not address the designation of areas <br /> generally unsuitable for on-site systems. <br /> <br /> <br />
