However, if on-site <br />system problems did occur, pollution problems resulting from <br />failure to enforce standards or from inadequate health and <br />safety standards would be solved by local treatment <br />facilities built at local rather than metropolitan expense. <br />Furthermore, abatement measures for problems arising from on- <br />site systems installed after 1977 are not eligible for <br />federal funding. <br /> <br />I <br />I <br />I <br /> <br />I' <br />I <br />I <br />I <br />I <br />I <br /> <br />Parks <br /> <br />The Anoka County qomprehens~ve Plan-a~nf6~m~ with"the-"R6gi0nal ~=' <br />Recreation Open Space System as defined by the 1977 regional <br />system statement. However, the Plan should be amended to include <br />potential regional trails which have been added since the 1977 <br />system statement. - ~.- <br /> <br />Airports <br /> <br />Several comunities are within the land use safety zones, <br />airspace zones and aircraft traffic patterns of these aviation <br />facilities. Virtually .all of the resulting planning requirements <br />are the responsibility of the local-government units and not the~ <br />County. However,'based'upon 'the current airport master pl'anning <br />study of.the Anoka,(Blaine) airport, it appears that the County <br />could be involved in future road closures, relocations and <br />construction in the airport area as a result of airport <br />development plans and local road circulation impacts resulting <br />from the Highway 10 bypass. The Metropolitan Council has <br />recommended that the cities of Blaine and Mounds View continue to <br />participate with the Metropolitan Airports Commission in <br />preparation of a final master plan study report for Anoka <br />Airport. Upon submittal of the Master Plan Study for Council <br />review and approval, input from the County will be requested. <br /> <br />A master plan study for Gateway Industrial Airport has determined <br />that the private facility cannot be expanded at it's present <br />location. An alternative site in western Ramsey has been <br />identified as a potential location for a future public airport to <br />replace the Gateway facility. No deCision on relocation has yet <br />been made by the city of Ramsey; such a future action would <br />require a comprehensive plan amendment and review by the <br />Metropolitan Council...~The..County would be~apprised of, any]~ <br />planning considerations needed'for a'new airport-'~- ' <br /> <br />The Surfside Seaplane ba~e'on-'Rice'Lake~]i§~.the_only:established <br />facility of its kind in the region and,'as part of the-~ ' " <br />metropolitan aviation system,"~all affected governmental units <br />should~rotect it from incompatible land uses and activities. <br /> <br />The Anoka County Plan elements appear to be consistent with the <br />Aviation system and therefore is in conformance with the Aviation <br />Chapter of the MDG. <br /> <br /> <br />
