However, if on-site system problems did occur, pollution problems resulting from failure to enforce standards or from inadequate health and safety standards would be solved by local treatment facilities built at local rather than metropolitan expense. Furthermore, abatement measures for problems arising from on- site systems installed after 1977 are not eligible for federal funding. I I I I' I I I I I Parks The Anoka County qomprehens~ve Plan-a~nf6~m~ with"the-"R6gi0nal ~=' Recreation Open Space System as defined by the 1977 regional system statement. However, the Plan should be amended to include potential regional trails which have been added since the 1977 system statement. - ~.- Airports Several comunities are within the land use safety zones, airspace zones and aircraft traffic patterns of these aviation facilities. Virtually .all of the resulting planning requirements are the responsibility of the local-government units and not the~ County. However,'based'upon 'the current airport master pl'anning study of.the Anoka,(Blaine) airport, it appears that the County could be involved in future road closures, relocations and construction in the airport area as a result of airport development plans and local road circulation impacts resulting from the Highway 10 bypass. The Metropolitan Council has recommended that the cities of Blaine and Mounds View continue to participate with the Metropolitan Airports Commission in preparation of a final master plan study report for Anoka Airport. Upon submittal of the Master Plan Study for Council review and approval, input from the County will be requested. A master plan study for Gateway Industrial Airport has determined that the private facility cannot be expanded at it's present location. An alternative site in western Ramsey has been identified as a potential location for a future public airport to replace the Gateway facility. No deCision on relocation has yet been made by the city of Ramsey; such a future action would require a comprehensive plan amendment and review by the Metropolitan Council...~The..County would be~apprised of, any]~ planning considerations needed'for a'new airport-'~- ' The Surfside Seaplane ba~e'on-'Rice'Lake~]i§~.the_only:established facility of its kind in the region and,'as part of the-~ ' " metropolitan aviation system,"~all affected governmental units should~rotect it from incompatible land uses and activities. The Anoka County Plan elements appear to be consistent with the Aviation system and therefore is in conformance with the Aviation Chapter of the MDG.
