Since <br />housing is an important issue and one of the primary uses of' <br />CDBG funds, the County is encouraged to identify and discuss <br />this issue in future plan amendments and ensure that local <br />governing bodies can benefit by these funds. <br /> <br />Ce <br /> <br />The plan supports a Freestanding Growth Center status for <br />St. Francis and directs the City to prepare and adopt a <br />comprehensive plan which indicates that it accepts the role <br />of Freestanding Growth Center. Further, the plan encourages <br />the townships of Burns and Oak Grove to acknowledge and <br />support the function of St. Francis, through their <br />comprehensive plans. These plans should recognize the City <br />of St. Francis and the immediate vicinity of existing urban <br />development in St. Francis as the appropriate location for-i~'~'-~'~- <br />higher, density subdivisions and urbanization areas. -~ ?~~_~ <br /> <br />4. Environmental Protection <br /> <br />Plan policies address and encourage maintenance of commercial <br />agriculture where appropriate; and protection of wetlands, <br />slopes, unstable soils, mature trees, floodplains, shorelands and <br />designated critical areas and wild and scenic rivers. Policies <br />also address protection of gravel deposits for future use. <br />Surface water management will occur through shoreland and <br />floodplain management ordinances and ditch management authority. <br /> <br />5. Solid Waste <br /> <br />The solid waste element of the Anoka County Plan is the same as <br />the County's Solid Waste Master Plan which was approved by the <br />Council Sept. 24, 1981. It was approved as an interim plan that <br />will be amended in 1983 pursuant to the requirements of the Waste <br />Management Act. <br /> .. ~.~'~ ~ . <br /> <br />RECOMMENDATIONS <br /> <br />That Anoka County be advised that: <br /> <br />A.
