I

!
I
I
I
I
I
I
'1
I
I
i
I
I
I
I
i
I

TO:

FROM:

RE:

Mayor and City Councilmembers

City Administrator

Monthly Staff Report for January 1982

1) Finance - The following is submitted in this category:

a) Cash Report for Year Ending December 31, 1981 - We will have
available for you at the Council meeting the year'ending cash
report for 1981. I think you will find it quite interesting.

b) Cash Flow for 1982 - I don't anticipate any problems in this
area. However, we will continue to keep a very close watch on
things. The reduction of 11.08% in our State Aid which amounts
to approximately $17,700 will not affect us. However, I don't
trust the State in their cash forecast. There could be another
cut.

This is what really gets to me. The reduction in State Aid comes
right straight across the board (which is fair). Why don't they
distribute it in a fair way. The Governor and the Legislators
know darn well that we are being cheated in State Aid due to the
way the law was written, and they admit it. However, they won't
lift a hand when cuts come to give us a break.

2) General - The following Us hereby submitted:

a) Comprehensive Plan - We delivered the Comprehensive Plan cor-
rection to the Metro Council Staff and they are currently reviewing
them. I think we are now basically home on that issue except their
problem will be a few more adjustments. It is a major policy docu-
ment and I think we are coming through on it extremely well. At
the Metro level, we can give Jim Barton a tremendous amount of credit
for our success at that level. Also, City Engineer Raatikka has done
a terrific job for the City of Ramsey on this issue.

b) Economics - If the year 1981 is any indicator, it appears that
Ramsey is crawling out of the economic downturn as comparedkto[1980
which was really a slump.'~year for Ramsey.- After talkihg, withrMr~
Bullick, he-said ~hings appear to be picking up in the industrial
and commercial development, which is a good sign for Ramsey.

3) Snow Removal - We h~ve received many fine reports on the snow removal here
in Ramsey. It appears that Merle really has this operation extremely well-
organized, which is really good to hear.
