Motion by Councilmember Reimann and seconded by Councilmember Van Wagner to table any action in regards to set-up licenses, further authorizing Ci. ty Attorney Goodrich to bring this matter up at .recodifica~.ion. Case #2 Price Quotes for Energ)r Audits for Ramsey Municipal Center: Council authorizes that representatives of RCM and Energy Service make presentations to the City Council. Case #3 Approval of Conditional Use Permit Agreement to Operate a ~-~zza ~--~ Concession Trailer for a Six (6)Mo-~ ~eriod; Case of Mrs. Karol Andreaso~ Charles Klein - 5551 164th Lane N.W. Upon the news that Council approved conditional use permit for Karol Andreason, neighborhood realized that Council must not have known how much opposition there was to this permit, and drew up the petition that was delivered to Council during Citizen Input. The conditional use permit was approved at the November 25, 1.981 Council Meeting, which was the night before Thanks- giving and there was not enough advance notice for most of the concerned residents to make plans to attend the Council meeting. Some homeowners in the area were not even notified at all. There are many in the neighborhood who have stated that they will use this case as a precedent to start a business in their homes. We are concerned if the Andrea_son's have adequate sewer system. If Planning and Zoning recommended hours of ope'ration to be 10:00 P.M. weeknights and 2:00 a.m. weekends, why is Council considering approving 11:00 P.M. weeknights and 3:00 a.m. week- ends? How are you going to handle complaints? Will Andreason's delivery vehicle be adequately insured? Is her property going to be taxed commercial? This matter has caused a lot of hard feelings in the neighborhood Mayor Gamec - Notice of public hearing is sent-out to all within 350' of person making request, which is all that. is required by l:aw. County health inspection will cover sewer system. Neil Waltz - I have contacted the County Health Department, and they have bounced the problem back to the City. Mayor Gamec - Hours of operation would be 10:~00~P.M. weeknights and 2:00 A.M. weekends.. City would review complaints, but we also ask. that the neighbors not go out looking for trouble and consider what Mrs. Andreason has gone through to get this permit approved. City cannot get into the insurance matter. If Mrs. Andreason wants to take a chance on a la~ suit, that is up to her.
