I <br /> <br /> I <br /> ! <br /> I <br /> I <br />:1 <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Counc~lmember Cox - I originally approved the conditional use permit, <br />but I do see this situation as being a problem in the neighborhood. <br /> <br />Mayor Gamec called for a motion to enter into an agreement between <br />the City of Ramsey and Karol Andreason. <br /> <br />No response from Council. <br /> <br />Mayor Gamec again called for a motion to enter into an agreement between <br />the City of Ranksey and Karol Andreason. <br /> <br />No response from Council. <br /> <br />Reasons for not approving contract are: <br /> <br />It does not meet City's Home Occupation Permit Requirement, and in <br />affect would be allowing a commercial enterprise within a residential <br />district which is not a permitted use and Council feels this is too <br />much a deviance from it's ordinance regulations to be permitted <br />without re zoning. <br /> <br />Counc]lmember Rein~mn - Have checked with City Staff and Mr. Wirz is <br />mak&ng an audit of commercial businesses operating in residential <br />aroas. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann <br />that upon receiving said report from Mr. Wirz, all persons in <br />violation of R-1 code be brought before the Council. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, <br />Reimann, Cox and Van Wagner. Voting No: None. <br /> <br />Council recessed at 9:30 P.M. <br /> <br />Council meeting called back to order at 9:41 P.M. <br /> <br />Case tt4 Rezoning, Request for; Case of the Following: A) Mr. Steve <br /> Schmidt, Rezon'_x~g for Commercial Use From R-1 to B-i; B) <br /> Mr. Wes Bulen, Rezoning for Golf Course from R-1 to Recrea- <br /> <br />tional Use: <br /> <br />Councilmember Cox - I am in favor of passing a moratorium ordinance. <br /> <br />Mayor Gan~c - If we go into a moratorium, and we approve the Comprehensive <br />Plan the way it is now and we want to rezone in 6 or 8 months, the <br />Metro Council will say "no". By going into a moratorium, you have more <br />or less turned down rezoning on that area. I am in favor of rezoning <br />this area. Some limitations would have to be put on the type of <br />business that we. will allow to go into that area so as not to create <br />a dire need for city sewer (low water useage businesses). <br /> <br />Councilmember Sorteberg - I am in favor or rezoning with restrictions. <br /> <br />Mr. Schnelle - Assign a separate zoning designation and you can spell <br />out just what you wotLld allow in that area. <br /> <br />C/December 22, .1981 <br /> Page 9 <br /> <br /> <br />
