Unless existing legislation is <br />chang, ed, beginning in 1982 the Metropolitan Council will <br />have authority lo require all solid waste collected within <br />certain cilies be disposed of only at a designated resource <br />recover2,' si~e. Consequently, solid waste haulers in such <br />cities would have no option but to accept whatever price <br />were charged for disposal at a resource recovery site. Re- <br />source recovery plants, however, need the assurance of a <br />continuous stream of solid waste to assure their economic <br />viability. The committee will try to find a way that pre- <br />erves competition for disposal, thereby holding down <br />dumping charges, and yet enables resource recovery plants <br />to be constructed. <br /> <br />The committee will relate its work to/he implementation <br />of Citizens League proposals on how solid waste collection <br />in Saint Paul should be organized." <br /> <br />COMMITTEE MEMBERSHIP <br /> <br />A total of 13 people participated regularly in this project. <br />These included: <br /> <br />loan Forester, Chairman <br />Carl M. Meetings were held weekly <br /> <br />on Tuesdays. The committee started its work on Octo- <br />ber 4, 1980 and held its last meeting on April 20, 1981. <br /> <br />During the first several meetings the committee heard <br />testimony from resource people in the community to de- <br />velop background on the issues related to solid waste, re- <br />source recovery facilities, and flow control.
