Busch, buyer of house on Lot 8, Block 7, Countryside Estates. d) Excerpt from City Council minutes dated October 28, 1980 which authorized the City of Ramsey to enter into the above agreements and which directed that a Letter of Credit be established. Comments: I can understand why Mr. Hennen maybe shouldn'h be required to maintain a Letter of Credit, due to the cost. However, we should definitely require him to have a Certificate of Deposit (C.D.) which is made out to him and the City of Ramsey. This way it would not be costing him any money. I definitely think we have to have either the Certificate of Deposit or the Letter of Credit which we have now. I have discussed this with the City Attorney and.he concurs with my recommendations to you. Council Action: Your action will be to approve/disapprove of Mr. Lee Hennen's request. You also may want to offer him the option of a Certif- icate of Deposit in lieu of the present Letter of Credit. The following proposed motion is hereby sutmitted for Council consideration: Motion by Councilmember and seconded by Councilmember to authorize Mr. Lee Hennen to provide a Certificate of Deposit in the amount of $3,697.24 which will be made out to him and the City of Ramsey. Further, that the Certificate of Deposit will be for the period the above agreements are in effect. Motion carried. Voting yes Voting no ALTERNATE ENERGY/ENERGY CONSERVATION AT CITY HALL: Council, at their meeting of December 22, 1981, directed Council- man Cox and City Staff personnel to prepare a report on this case. Accordingly, enclosure (D2-b) contains Building Official Berg's report on this case for your review and action.
