FC# ~ <br /> <br />Replacement of Alco-Sensors & Camera <br />By: Captain Timothy Dwyer <br /> <br />Background: <br /> <br />The police department is seeking to replace (3) Alco-Sensor (Preliminary Breath <br />Testing) instruments. One of our current units is currently in need of repair, which <br />exceeds the cost of a new instrument. The police department also has two older units <br />which have exceeded their life expectancy and are difficult to calibrate. The BCA <br />prescribes state approved PBT units and these are available through Kustom Signal for <br />$498 each plus tax and shipping. There is sufficient money in the equipment <br />replacement fund to cover the majority of this cost. The remainder amount would come <br />out of a police line item account. <br /> <br />The police department is also requesting the replacement of a 35mm camera with a <br />digital camera. The police department is following the evidence protocol of the Anoka <br />County Sheriff's Office, converting our photographic evidence to digital technology. The <br />police department requests a purchase of (1) digital camera for the patrol division, which <br />currently has two Olympus digital camera's and we are requesting that this replacement <br />be the same make and model for the sake of ease of operation. These are available <br />through National Graphic Supply for a total of $ 460.03 each plus tax and shipping. This <br />includes an extra battery charger, a hard case and 64MB card. There is sufficient <br />money in the equipment replacement fund to cover the replacement of one camera. The <br />police department is also requesting the purchase of an additional digital camera, which <br />would be funded through a police line item. <br /> <br />Staff Recommendation I Committee Action: <br /> <br />Staff recommends committee review and motion to adopt Resolution # 04-05-XXXX, <br />authorizing the purchase of (3) Alco-Sensor units from Kustom Signal Inc, not to exceed <br />$1,620.00, utilizing $1,480.26 from the equipment replacement fund (fixed asset #s <br />01691,01692, 01905, 01906) The remaining amount would be paid out from the police <br />department miscellaneous operating (211-6249) account. <br /> <br />Staff also recommends the purchase of two (2) Olympus C-5000 digital cameras from <br />National Graphic Supply not to exceed $1,000.00, utilizing $ 795.09 from from the <br />equipment replacement fund (Fixed asset # 01595, 02097). The remaining amount <br />would come out of the police depadment miscellaneous operating (211-6249) account. <br /> <br />Council Action: <br /> <br />Motion by City Council to adopt Resolution # 04-05-XXXX, authorizing the replacement <br />of three (3) Preliminary Breath Test instruments, the replacement of one (1) digital <br />camera, and the purchase of one (1) additional camera for an amount not to exceed <br />$ 2,620.00, utilizing $ 2,275.35 from the equipment replacement fund with the remaining <br />amounted funded under police line item accounts. <br /> <br />Reviewed By: <br /> <br />Police Chief Jim Way <br />City Administrator James E.
