ctzse q

Warning Siren Replacement
By Chief Jim Way

Background:

On April 16, 2004, the City of Ramsey Police Department released requests for proposals
for the replacement of six (6) and the relocation of one (1) outdoor warning siren.
In 1988, the City of Ramsey installed 17 warning sirens. The City replaced three (3)
sirens in 2003 and one (1) other siren has been replaced twice since 1988 due to
lightening strikes.

We received proposals from two (2) vendors: Federal Warning Systems, Inc.
($84,059.25) and American Signal Corporation ($81,128.70). We evaluated each
proposal and found that the lowest bidder, American Signal Corporation will provide the
installation of six (6) new sirens, including the relocation of one (1) unit. Also included
in the proposal is the removal of the existing equipment at the lowest cost to the City.
Instal lation and service will be provided by Electric Systems of Anoka, which is a local
vcndor. The two proposals (in their entirety) are available for review at the Ramsey
Poi ice Department.

Recommendation:

Staff recommends that council authorize contracted equipment replacement and
rclocation of outdoor warning sirens be awarded to American Signal Corporation, 4801
W. Woolworth Ave, Milwaukee, WI 53218.

Council Action:

Motion by City Council to adopt Resolution 04-XXXXXX authorizing the contracted
equipment replacement and relocation of outdoor warning sirens with American Signal
Corporation, per the terms and conditions of the contract.

Reviewed by:

Police Chief Jim Way
City Administrator Jim Norman
