Commission Inpnt

Commissioner Brauer noted he needs to abstain from this vote, as he did when it came uP for
approval.

Chairperson Nixt stated he wants it clear the entire approval is contingent on receiving a partial
occupancy permit for access to the portions of the premises descnVoed in the applicant's
materials. He asked how much before the start of school the occupancy 'permit needed to be
granted.

Commissioner Jeffrey indicated temporary occupancy permits are usually granted immediately
before use. He stated he believes the standard process for review and issuance will provide
sufficient control.

Chairperson Nixt asked if the occupancy permit includes the portable un/ts.

Assistant Community Development Director Trudgeon stated he was not sure, but agreed with
Mr. Bosacker that there are strict regulations the Building Inspector will follow on educational
require~nents for the portable units.

Chairperson Nixt expressed that if they 'agsume 30 students may need parking privileges the
school may be short on parki,ng. ~.. ' '

Commissioner Jeffrey asked if the spa~e is in proximity to a park and ride in the area.

Assistant Community Development Director Trudgeon stated there is not an improved parking
area, but the school is surrounded by ae~es of land. He indicated they may be able to make
arrangement to provide temporary space f0~(parking.

Chairperson Nixt stated the school has to have gome flexibility for unexpected occurrences.

Mr. Bosacker stated they had previ'bU~l~'Submitted a parking plan, which showed a need in the
lot for 152 spaces~' which covers their daily need He indicated any big event would require on-
street parking at any time, not just during the interim period. He stated if you subtract the 63
student parking spaces and add 30 back in they would need 120 to 125 spaces.

Chairperson Nixt commented that given that number, using the eight on-site spaces and what
should be available on the street should provide enough without a contingency plan. He stated
they could put a condition on the approval that it is contingent on not less than 130 parking stalls
being available on improved streets or a combination of improved streets and a temporary
parking surface with Class 5 materials that allow the deficiency to be covered.

Assistant Community Development Director Trudgeon agreed that was a fair condition.'

Mr. Bosacker stated if the building is done on time and the streets are not they will have the same
issue.

Planning Commission/May 6, 2004
