Existing dwelling unit or dwelling site densities that exceed standards may be allowed to <br />continue but must not be allowed to be increased, either at the time of conversion or in the future. <br />Efforts must be made during the conversion to limit impacts of high densities by requiring <br />seasonal use, improving vegetative screening, centralizing shore recreation facilities, installing <br />new sewage treatment systems, or other means. <br /> <br />SECTION 3. SUMMARY <br /> <br />The following official summary of Ordinance #04-__ has been approved by the City Council of <br />the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance. <br /> <br />It is the intent and effect of Ordinance #04-__ to amend Ramsey City Code Chapter 9 (Zoning <br />and Subdivision of Land) to repeal the existing shoreland regulations (9.21.04 Shoreland Overlay <br />District Development Standards) and create a new section 9.25 (Shoreland Management) to <br />update the local regulations in accordance with the State Shoreland Management model <br />ordinance. <br /> <br />SECTION 5.
