The Council is well aware that funding for major transportation improvements takes a great deal <br />of time. The fimding to convert Highway #10 to freeway standards is not in the foreseeable <br />future. Further, City staff would prefer to begin its work on interchange improvements at <br />Ramsey Boulevard prior to the work on Bunker Lake Boulevard/T.H. #10 which would in turn <br />affect Armstrong Boulevard. <br /> <br />Staff has worked with The Tinklenberg Group to develop a framework of policies that would <br />eventually be used in future amendments and drafts to the City's Comprehensive Plan. The <br />Comprehensive Plan sets out a vision for the future community. It contains goals that deflate the <br />vision in public policy that is designed to help realize the vision.
