This would necessitate the construction of the building on a slab <br />without a basement and also would require an innovative sanitary sewer system <br />(mound system). <br /> <br />Relationship of the Proposed Project to the Comprehensive Plan. <br /> <br />The city has recently updated its Comprehensive Plan in conformance to the <br />requirements found in the Metropolitan Land Planning Act and the plan is <br />currently being reviewed by the Metropolitan Council. The proposed plan has <br />designated three different areas in the city - the Urban Planning Area, the <br />Transition Area and the Rural Service Area. According to the plan, the Urban <br />Planning Area is where urban development should take place and where urban <br />public utilities may be provided in the near future. The Transition Area, <br />located immediately beyond the Urban Planning Area is thought of as an urban <br />expansion area in the future, although there are no immediate plans for pro- <br />viding urban public utilities to this area. The Rural Service Area, located <br />beyond the Transition Area, will remain rural in character for the foreseeable <br />future and no plans have been developed for providing any public utilities to <br />this area. <br /> <br />The site in question is located in the Transitional Area of the proposed Compre- <br />hensive Plan with the minimum lot size for residential development being 2.5 <br />acres. The site is currently designated for residential development. The areas <br />designated for future commercial development are located either within the <br />Urban Planning Area or along T.H. #10 and 52 in the southwestern portion of the <br />city. <br /> <br />In the past, there have been several proposals for other types of commercial <br />uses in the general area of the intersection of Highway #47 and 167th Ave. For <br />example, a medical clinic was proposed for this general area; however, at that <br />time the city officials persuaded the builder of the clinic to locate further <br />south in the area designated 1990 Urban Area. More recently, a dental clinic <br />was proposed to be located near the subject site; however, after the city offi- <br />cials rejected the proposed location, Dr. Thomas Anderson located the clinic <br />near city hall again within the 1990 Urban Planning Area. <br /> <br /> Thus, it iselearby past actions of the city officials that they are strongly <br /> encouraging any commercial developments to locate in the southeastern'portion <br /> of the city in the general area designated as the 1990 Urban Planning Area. <br /> Presumably, the reason for this is that this is the area where urban services <br /> could most easily be provided such as sanitary sewers. These actions by the <br /> city officials are in conformance to the existing and proposed Comprehensive <br /> Plan. The Comprehensive Plan has designated a substantial amount of land in <br /> the south-eastern portion of the city in the 1990 Urban Service Area as well <br /> as portions of land adjacent to T.H. #10 and 52 for urban commercial development. <br />While the Comprehens~vePlan does allow for development of neighborhood convenience <br /> centers in the transitional and rural areas, it is not clear that the total pro- <br /> posed development for the Highway #47 and 167th Avenue area can any longer be <br /> considered a neighborhood convenience center. Rather, the total development <br /> proposed for the area would appear to make the development fall into a classi- <br /> fication of neighborhood cent ers which serve a much larger population than <br /> the neighborhood convenience center. - ~ ~ <br /> <br /> <br />
