Box I'!5~ 313Washingt;on S1;.~ Nor'~;hfieldj Mn. 55[357 <br /> <br /> I <br /> <br />I <br /> I <br /> I <br /> I <br /> <br />(507) 645-4407 <br /> <br />(612) 332- 5566 <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />Local Officials and Staff of the City of Ramsey <br /> <br />SUBJECT: <br /> <br />Gunnar Isberg, Planning Consultant <br /> <br />Planning Review of a Proposed Rezoning of a 6 Acre Tract <br />Located in the East-Central Portion of the CitY. <br /> <br />Pursuant to your directions, I have reviewed the proposed rezoning from <br />residential to commercial of a tract of land located at the intersection <br />of Highway #47 and 167th Avenue. The following is an analysis of the <br />proposed project as well as rezoning of the tract of land primarily from <br />a planning perspective and more specifically in relation to the existing <br />and proposed Comprehensive Plan and Zoning Ordinance and Subdivision Regu- <br />lations for the City of Ramsey. As part of the analysis, I visited the <br />site as well as other commercial sites in the city. Also included in this <br />analysis are alternative approaches available to the city as well as some <br />of the implications of each alternative. It should be noted that this <br />analysis does not include an evaluation of the existing Comprehensive Plan <br />and Zoning Ordinance, but rather deals with whether the proposed project <br />is consistent with the plan and ordinances. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Description of Project Proposal <br />Mr. Stephen J.~~,, who" '"~ owns the grocery store and bank located immediately <br />north of the site in question, is proposing to expand the existing bank by <br />locating a building (Ramsey Center) containing a bank and several small <br />retail establishments on a 6 acre tract located in the south-west corner of <br />Highway #47 and 167th Avenue N.W. The site is currently being farmed and is <br />zoned R-1Resdidential and the dveloper is requesting that the parcel be <br />rezoned for B-1 General Business to accommodate the proposed project. In <br />addition, there is currently a proposal before the city by the landowner east <br />of the site to locate a golf-course and a club-house east of Highway #47. <br /> <br />Analssis of Si te <br /> <br />The site, which is approximately 6acres in size is currently being farmed <br />and is relatively flat. The soils on the site consist of Kratka, Blomford, <br />Lino and Anoka Soils, These are loomy fine sands, and the first three soil <br />types are classified as Class II and III soils with Anoka being classified <br />as a Class I soil. Generally speaking, the Class II and III soils have un- <br />favorable characteristics for soil absorption sewer systems. From the soil <br />borings of the site, and analysis by the engineering consultant, (Hokanson, <br />Anderson Associates, Inco), it iscl.earthat the water table is relatively <br />high over most of the site, ranging from 2.5 feet to 4 feet below the ground <br /> <br />Planning and Development Services <br /> <br /> <br />
