STEPHEN SCHMIDT SIX ACRE TP, ACT RE' LOCATED AT 16?TH AVENUE N.W. IDear i,iembers of the Council: As you know, I represent Ramsey Medical Center which opposes the rezoning request Iof J. Stephen Schmidt. I have reviewed the report of Gunnar Isberg which was just received by the City. I agree with Mr. Isberg's report as to its findings but come to a different conclusion. IThe I following are my observations in regard to Mr. Isberg's report' l) The site has very poor soils for a soil absorption sewer system. 2) The water table is only two to four feet below the surface. I 3) The proposed mound type sewer system may not be permitted under present ordinances. I I I I I I 4) 5) 6) 7) It is very possible that pollution problems will occur and that the City may still be held responsible not withstanding a strong development contract. There is not 25% Class I soils, so a variance may be needed. The area is really a neighborhood center and doesn't conform to the comprehensive plan. Therefore, the comprehensive plan must be amended which may represent discrimination against Ramsey Medical Center and Dr. Anderson. It appears that if the rezoning is allowed that the center may very well expand into a major commercial center which eventually would need to have utilities especially storm sewer and sanitary sewer run-to it. Brooklyn Park saved $11,324,000.00 between 1967 and 1976 by restricting service extension to an area south of 85th Avenue with that city. Attached is a pamphlet showing the actual I
