I
I
I
I
I
'1
I
I
I
i

I
i
I
I
I
I
I

I

Mr. Schnelle gave the Commission an update on the status of
the Comprehensive Plan.

Commission consensus was to have a special joint P & Z and
Council meeting regarding the Comprehensive Plan. Commissioner
Dunn also suggested it would be good to have representatives
of the Metro Council present at this special joint meeting
of P & Z and City Council.

Case #3 Recodification of City Ordinance

City Attorney Goodrich informed Commission that the recodifi-
cation is not yet complete, therefore, there is still time
for any input Commission might have. He also stated they
are proposing getting down to a few less zoning districts.
There will be two development areas. The whole outline is
changed mechanically so everything that applies to R-1 will
be in one section and everything that applies to R-2 will be
in one section, etc. A major revision of subdivision code
is in process in order to incorporate into State law. He
also stated that they will probably be getting back to a less
formal sketch plan.

Chairman Peterson brought up zero lot line.

Commissioner Deemer recommended conditional use permit should
be issued to the owner at the specific legal address and
not be transferrable without Council action.

Commissioner Deemer also stated that he will not approve any
preliminary plats unless they are technically done by the
book. He suggested P & Z be included on final plat approval.

Chairman Peterson stated that all kinds of ordinances can
be written, but they don't mean anything if they are not
enforced. More thought should also be given to granting
variances. City should delete conditional use permit and
home occupation permit and go with special use permit only.

CITIZEN INPUT

None,

P & Z COMMISSION INPUT

Motion by Commigsioner Dunn and seconded by Commissioner
Deemer to recommend, in the best interest of City and State
economically, that City Council adopt a resolution and
forward the resolution to the local representatives and
senators requesting that serious consideration and investi-
gation be given to legalizing gambling in the State of
Minnesota, gambling to include paramutual betting, lottery
and other games of skill and chance.

Motion carried. Voting Yes: Chairman Peterson, Commissioners
Deemer, Dunn and Zimmerman. Voting No: None.

P & Z/December 1, 1981
Page 3
