I <br /> I <br /> I <br /> I <br /> I <br />'1 <br /> I <br /> I <br /> I <br /> i <br /> <br /> I <br />i <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br /> <br />Mr. Schnelle gave the Commission an update on the status of <br />the Comprehensive Plan. <br /> <br />Commission consensus was to have a special joint P & Z and <br />Council meeting regarding the Comprehensive Plan. Commissioner <br />Dunn also suggested it would be good to have representatives <br />of the Metro Council present at this special joint meeting <br />of P & Z and City Council. <br /> <br />Case #3 Recodification of City Ordinance <br /> <br />City Attorney Goodrich informed Commission that the recodifi- <br />cation is not yet complete, therefore, there is still time <br />for any input Commission might have. He also stated they <br />are proposing getting down to a few less zoning districts. <br />There will be two development areas. The whole outline is <br />changed mechanically so everything that applies to R-1 will <br />be in one section and everything that applies to R-2 will be <br />in one section, etc. A major revision of subdivision code <br />is in process in order to incorporate into State law. He <br />also stated that they will probably be getting back to a less <br />formal sketch plan. <br /> <br />Chairman Peterson brought up zero lot line. <br /> <br />Commissioner Deemer recommended conditional use permit should <br />be issued to the owner at the specific legal address and <br />not be transferrable without Council action. <br /> <br />Commissioner Deemer also stated that he will not approve any <br />preliminary plats unless they are technically done by the <br />book. He suggested P & Z be included on final plat approval. <br /> <br />Chairman Peterson stated that all kinds of ordinances can <br />be written, but they don't mean anything if they are not <br />enforced. More thought should also be given to granting <br />variances. City should delete conditional use permit and <br />home occupation permit and go with special use permit only. <br /> <br />CITIZEN INPUT <br /> <br />None, <br /> <br />P & Z COMMISSION INPUT <br /> <br />Motion by Commigsioner Dunn and seconded by Commissioner <br />Deemer to recommend, in the best interest of City and State <br />economically, that City Council adopt a resolution and <br />forward the resolution to the local representatives and <br />senators requesting that serious consideration and investi- <br />gation be given to legalizing gambling in the State of <br />Minnesota, gambling to include paramutual betting, lottery <br />and other games of skill and chance. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Commissioners <br />Deemer, Dunn and Zimmerman. Voting No: None. <br /> <br />P & Z/December 1, 1981 <br /> Page 3 <br /> <br /> <br />
