I

I

I
I
I

I

TO: City Administrator
FROM: Building Official
SUBJ: Alternate Energy
DATE: December 4, 1981

As per your request, I have been considering what the best approach may
be for some alternate energy for the City Hall. As you know, we discussed
the possibility of contacting some firms about an energy audit as well as
solar energy. At this point I have not done this, as I don't think this is
the proper way to procede. I say this partly ~s a result of the solargizer
presentation and partly because these people all have a specific product
they are promoting. If we were private industry and could negotiate price,
this would be fine. However, inasmuch as we must use competitive bidding,
we must have good plans and specifications from which we can solicit bids.

Therefore, it would be my recommendation that we not deal with people pro-
moting a product, but rather engage the services of a good mechanical engi-
neering firm who cannot only make recommendations, but can also prepare the
necessary plans. I would think that Mr. Raatikka or members of his firm
could make as good a recommendation as ~nyone to whom we should contact.

Let me know as soon as possible on how you want to procede with this.
