The letter concerned the Chiefs of Police
i;sociation. The statement said My City would not pay
membership or allow him to attend on City Time. It
uld have stated' that that would be my recommen-
dation to the Council. I apologize for the error.
IMatt Kapseh ISl.

ABOUT SMALL CITIES
IN MINNESOTA
This issue will initiate a new department: Interesing
facts about small cities in Minnesota.
Naturally, ~ve will expect you to contribute to this
column. The strip is
located on both sides of our northern border, in north-
western Minnesota.

CITIES OVER 5,000
Our efforts to equalize the Local Government Aid
Formula and distribution of funds has resulted in some
cities larger than 5,000 to request membership. The an-
nual meeting has now provided that mechanLsm for over
fives who desire membership. These over five thousand
cities may not hold elective offices within the
organization, and their fee is the same as ours. They will
be allowed to serve in Committee, at appointment of the
President, and upon approval of the Board of Directors.

THANKS TO RAMSEY

The Board allowed computor expenses of $1500.00 fOr
the coming year. The City of RamSey, by 'action of the
Council,-has approved payment of $1000.00 to the
MAOSC, to help defray computor costs in our quest for
an equalized formula. Our sincere thanks to the City of
Bam.sey for their financial help. ' '
Bamsey has held with people, push, inteIligence and a
pat on the back when we faced the unknown alone. Now
they bring the thing needed to really develop a course of
action. THANKSI ,- _-
.: . ~:- .... _:~ ;.-] . . . ~.' .

1981 LEGISLATION UPDATE

By W.O.
