I
I

I
I
:1
I
I
I
I
I
!
I
I
I
I
I
I
I

Staff Report
December 18, 1981
Page 2

Gm

It was Anoka's position that if Ramsey was to be serviced that they pay
on an equal basis as the residents of Anoka. We pointed out that Ramsey
may not be ready to extend sewer and the City would have to pay for the
oversizing costs until the sewer was extended.

To keep the front end costs down for both cities, the City of Anoka proposed
the trading of service areas. Ramsey would provide service to Anoka's
trailer court south of T.H. #10 and Anoka would provide service to the
area in Ramsey lying betw6en T.H. #10 and the railroad and east of Sunfish
Lake Boulevard. This proposal is to be reviewed by both City Councils and
if its found agreeable a joint powers agreement will have to be prepared.

Sewer and Water Service to RamseY: With the completion of the first Ramsey
sewer connection to the MWCC sewer system scheduled for late 1982, the City
should start considering when and to what areas they will extend sewer and
water to in Ramsey. The first step could be either informal meetings with
residents or ordering of feasibility studies.

1982 MSAS Project: The City is tentatively scheduled to receive approximately
$~00,000 in MSAS funds. If the City is planning to pursue a project for
1982 they should start the process by ordering a feasibility in the near
future. Also the City should update their 5 year capital improvement program
for MSA streets.

Rum Ri.ver Bridge Crossing.: We have prepared and submitted final comments
for the draft EIS. Upon approval of the draft EIS, we will print the EIS
forcirculation to governmental agencies and public hearings will be scheduled.

Drainage Easement Countryside Estates: I contacted Art Raudio in regard
to the council's last offer on obtaining the south half of Outlot B in
Countryside Estates. He did not agree with the offer and indicated he
would be present at the December 22, 1981, council meeting to discuss the
offer with the city council.
