I <br />I <br />I <br />I <br /> <br /> I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />b) <br /> <br />Storm Wastewater Management - We have reviewed the Draft <br />Water Resources Management Metropolitan Development Guide <br />and attended the public meeting at the Blaine City Hall on <br />December 15, 1981. <br /> <br />The draft Surface Water Management Plan was prepared by the <br />Met Council under federal requirements for a regional water <br />quality management plan (United States Code, Title 33, Sec. <br />1288) and state legislation requirin9 a regional Development <br />Guide (Minn. Stat., Sec. 473.145) for water resources. <br /> <br />The draft surface water management plan deals with the erosion, <br />pollution and flooding problems raised by the snowmelt and <br />storm water runoff. It is the intent of the plan to encourage <br />watershed, lake and local stormwater planning and prevent <br />disagreements over intercommunity water management problems. <br />As part of the program it is recommended that the 1976 Metro- <br />politan Land Planning Act be amended to require all cities, <br />urban townships and rural towns (through the counties) to <br />develop stormwater management plans as a part of the local <br />comprehensive plan. <br /> <br />The Met Council stated at their public meeting on December 15, <br />1981 that the reason they are involved in the plan is because <br />no other regional body had taken control of coordinating water <br />management~ It is their intent to prepare guidelines and work <br />with the counties to establish watershed districts. The water- <br />shed districts and cities will be required to,establish water <br />mangagement plans and the counties will be the enforcing agencies. <br /> <br />Construction of the projects will be a watershed board responsi- <br />bility and maintenance of the system will be a community obli- <br />gation. <br /> <br />The financing proposal recommends state legislation to authorize <br />the Metropolitan Council to: (1) to levy a one-time property <br />tax of one-third of a mill to de~.aythe costs of planning carried <br />out by the watershed management units; (2) levy a one-time <br />property tax levy of one-sixth of a mill to cover the costs of <br />preparing stormwater management plans to cities and townships; <br />and (3) to increase the Council's tax levy by one-fiftieth of <br />a mill to cover administrative costs, on-going research and a <br />program of education and information. <br /> <br />The overall time table for the program has not been set. <br />However, the Met Council has set public hearings for March of <br />1982. <br /> <br /> <br />
