I <br /> I <br /> I <br />I <br />I <br /> i <br />I <br /> <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE #11: ENGINEERING: A) ESTABLISHING POLICY.ON DRIVEWAYS WHERE STREET <br /> IMPROVEMENT IS INVOLVE-D; AND B) STORM ~ASTE~ATER MANAGEMENT, <br /> .RE(~UIR~NG COUNCIL ACTION: <br /> <br />The following (part ~ will require Council action: <br /> <br />a) <br /> <br />~yiveway Policy - As requested at your last regular council <br />meeting we have reviewed alternatives for constructing <br />driveways adjacent to street improvement projects. The <br />alternatives most commonly used by other cities are as <br />follows: <br /> <br />2) <br /> <br />Construct a four foot apron for all driveways to a <br />maximum width of 20 feet and assess all residents <br />the same. <br />Construct each driveway to match the end of the existing <br />driveway pavement within street right of way as requested <br />by the homeowner. ~ch homeowner would be assessed separ- <br />ately for the actual driveway pavement installed. <br />Construct no driveway pavement other than one foot to <br />project the edge of the roadway and any driveways that <br />require grade changes due to the construction of the <br />street. All residents would be assessed the same under <br />this alternate. <br /> <br />In review of alternate one, we found this was used mainly <br />where concrete curb and gutter was installed and in the <br />case of bituminous driveways it would add an extra joint <br />since it would be installed after the street construction. <br />Alternate two may be the most desireable to the residents <br />since they would not have to hire a contractor to connect <br />their driveways. However, this would create an administra- <br />tive problem for the city because all assessments on a <br />project could be different. Therefore, we would recommend <br />alternative three which would provide a one foot apron on <br />all driveways and construction of those driveways requiring <br />grade changes. Grade changes should be shown on the construc- <br />tion plans so the city can justify why certain driveways were <br />reconstructed. <br /> <br />Council Action: Your action will be to adopt a resolution <br />establishing a driveway policy. The following proposed <br />motion is hereby submitted for your consideration. <br /> <br />Motion by Councilmember and seconded by <br />Councilmember to adopt Resolution #81- <br />which would provide for the construction of only a one <br />foot apron on driveways adjacent to street projects <br />and directing city staff to amend the City Code on <br />driveways which prohibits driveway construction within <br />three feet of the travelled way on unsurfaced roadways, <br />(Please refer to resolution file for Resolution #81- ). <br /> <br />Motion carried.
