I <br />I <br />I <br />I <br />I <br />I <br /> <br /> I <br /> I <br />I, <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />TO: <br /> <br />FROM: <br /> <br />RE: <br /> <br />Mayor and City Councilmembers <br /> <br />City Administrator <br /> <br />Monthly Staff Report for November <br /> <br />1) Finance - The following is covered on this issue: <br /> <br /> a) state Withholding of Homestead Credit - The State has announced <br /> it will be holding back its .~omestead ~redit payments to Cities <br /> for November and probably December of 1981. The Homestead Credit <br /> represents approximately $258,613.23 for 1981 which the City will <br /> receive in lieu of ad valorem taxes that were levied. The amount <br /> that the Governor is referring to holding back is $43,102.16 which <br /> is for November and December 1981 payments. The Homestead Credit <br /> reduces Ramsey's ad valorem tax levy by 38%. This will be covered <br /> by the State at a later date as they have a total commitment to it. <br /> <br />b) State Aid Payments to cities - The State is also going to hold up <br /> on this payment. This represents approximately 19% of the City's <br /> budget which will not be a major problem to Ramsey. <br /> <br />Summary: The City is keeping a close watch on what is happening <br />in the above area. Further, we are in better shape than most com- <br />munities in our approach to fiscal management and recordkeeping. <br />Also we have always maintained a veryaustere approach to government <br />operations here in Ramsey. <br /> <br />We are involved at this time doing cash flow projections. <br /> <br />c) 1982 Operational Budget - Will have this budget published by the <br /> end of November 1981. <br /> <br />2) <br /> <br />Comprehensive Plan - This is still under review at the Metro Council. <br />Mr. Bob Ryan is the person who is in charge of the review team that is <br />reviewing Ramsey's plan. <br /> <br />3) <br /> <br />Sanitary Sewer and Water Planning - The City Engineer addressed this in <br />his report and I'm reiterating it in my report as I feel we should start <br />doing some comprehensive thinking on this issue. Accordingly, Council <br />should, in my line of reasoning, appoint a Council Ad Hoc Committee (con- <br />sisting of two Councilmembers, City Administrator, Building Official, City <br />Engineer, and City Attorney) to prepare a proposed standing operating pro- <br />cedure (SOP) on the approach that the City will take on this giant venture. <br />The proposed standing operating would then be submitted to the total Council <br />for your review and adoption. <br /> <br />We surely don't dare to move on to sanitary sewer and water without a good <br />standing operating procedure as we have to have definite parameter to op- <br />erate from when we go into these types of public improvements. <br /> <br />*The payments held back will be only for November and December and possibly <br /> January, however, the State intends to pick up these payments that they will <br /> be holding back on. <br /> <br /> <br />
