PROPOSED FINDINGS OF FACT <br />KAROL ANDREASON <br /> <br />1) That the Applicant has property applied for a conditional use permit <br />as required by ordinance to operate and maintain a concession stand to <br />prepare pizza. <br /> <br />2) That the Applicant appeared before the Planning and Zoning Commission <br />for a public bearing pursuant to City Zoning Ordinance on November 3, 1981. <br />That said public hearing was properly advertized and that the minutes of <br />said p~Iic hearing are hereby incorporated by reference. <br /> <br />3) That the Standards for Consideration are as follows: <br /> <br />a) The property is zoned R-1 and this is not a permitted use. <br /> <br />b) The adjoining properties are residential dwellings located on <br /> approximately one acre parcels. <br /> <br />c) There are no similar uses in the City of Ramsey. <br /> <br />d) There should be no adverse effect to traffic flow in the area. <br /> <br />e) There are no other operations of this type in the City. <br /> <br />f) <br /> <br />Properly maintained, the proposed use should not affect the life <br />style of the neighboring residents in a residential setting. Fur- <br />ther, it should not affect the enjoyment or value of properties in <br />the vicinity. <br /> <br />4) That the Criteria for Approval/Disapproval are as follows: <br /> <br />a) <br /> <br />The Applicant's request, to be the sole operato~ of a concession <br />stand, should not be detrimental to or endanger the public health, <br />safety or general welfare and is not contrary to established stan- <br />dards as regulated by City Codes. <br /> <br />b) The Applicant's proposed concession stand will be inspected by the <br /> Building Official prior to any final approval. <br /> <br />c) <br /> <br />Considering the lot sizes in the area, the concession stand should <br />not be unsitely or undesirable or obnoxious in appearance and should <br />not hinder the orderly and harmonious development of the City or the <br />district where herein proposed. <br /> <br />d) Provisions will have to be made to provide adequate water and sewage <br /> disposal. <br /> <br />e) <br /> <br />The use will conform to the regulations of R-1 residential zoning <br />except that a conditional use permit is required. <br /> <br /> <br />
