CHAPTER
PRESIDENT'S
REPORT

NAIOP IS GROWING . . .
IN MEMBERSHIP. The Association has grown five years from an organization with
approximately 400 paid memberships to an organization of over 2,000 paid memberships.

IN CHAPTERS. The Association has grown from 15 to 56 chapters with committeees
which are effective.
IN SERVICE TO MEMBERS. A new program known as Problem Analysis is designed
to help members find answers to some of their day-to-day problems. Members who wish to
have assistance in finding answers to some of these problems should write a statement of
the prob]cm and forward the request for a solution to the National Headquarters office.

IN QUALITY EDUCATIONAL COURSES. More than 850 attendees have
participated in the five educational programs during 1981.
IN PUBLICATIONS. Two major publications are now underway and should be
available to the members in 1982. They are "Marketing Office and Industrial Park
Properties" and "Office Park Development Techniques."
IN PUBLIC AFFAIRS/LEGISLATION. An in-house staff
has started a new grass roots public affairs program.

IN PROJECT PIAN ANALYSIS. Team members conducted
seven projects in Canada, Mexico, and the United States.
Response from members who commissioned these studies indicate
that this service is one of the most valuabIe offered by the
Association.

The members of the Upper Midwest Chapter salute the National
for the impressive quality growth. We, as the largest and most
effective chapter, continue to model our future growth in the same
areas. As the date for the semi-annual update to Directors of our
chapter approaches, we are happy to report that the Upper
Midwest Chapter is on course to accomplishing its stated goal and
objectives for the year.

NAIOP SUPPORTS ST. PAUL CHAMBER OF COMMERCE 2001 REPORT

(October 5, 1981 letter to Robert Haugan,
President, St. Paul Chamber of Commerce)

"Dear Mr. Haugan:

On behalf of the officers and members of the National Association
of Industrial Office Parks, Upper Midwest Chapter, I would like to
commend the St. Paul Chamber of Commerce for the leadership
that they have shown with the publication of The 2001 Report.
Representing most of the major developers of industrial, and
commercial real estate in the State of Minnesota (industrial
plants, warehouses and office buildings), NAIOP is in a u.nique
position to be keenly aware of the problems of at~racting~ new
companies to the State of Minnesota and to retain our existing
manufacturing and distribution companies with Minn~sota
borders.
NA/OP is currently conducting a survey of its membership to
identify as accurately as possible the numbers of companieslwho
have either ]eft the state or who have refused to come he~'e in
competition wi th other states who offer a more attractive bus{ness
climate.
It is hopeful that this survey will provide some additional factual
data for establishing the scope of this problem.

PROGRAM
COMMITTEE
NEWS

Many thanks and congratulations to Jim Benson, Benson and
Malkerson, Chet Alexander, Towle Company, and Dave
Johnson, Coldwell Banker, for their outstanding presentation
of the 1982 Metropolitan Area Office Market Update which was
attended by more than 240 NAIOP members and guests. All of us
on the Program Committee appreciate your enthusiastic response
to our programs and we are certain that the half-day seminar on
November 17, 1981 will be no exception.
In anticipation of a large registration for the November seminar,
we have forwarded the registration materials in advance of the

It is our belief that Minnesota cannot continue to attract
businesses of any type, whether they be high technology or low
skilled manufacturing until such key deterrents to growth as our
high corporate and individual income taxes, workmen's compen-
sation and extraordinarily costly regulatory requirements are
changed.

Before change can occur in our business climate, it is our opinion
that the scope of the problem must be made known to the general
public at large (in addition to the business community) because it
is the general public that elects the legislature which in the last
analysis determines the policy.

Your report is an excellent analysis of our problem and we
commend you for it. We now believe that a coalition of those
interested in a vital growing Minnesota economy must be formed
to take our message to all the people of Minnesota.

Sincerely,

James C, Stuebner
NAIOP National President"
James Stuebner is NAIOP Legislative Chairman for the Upper Midwest
Chapter and NAIOP National President.

newsletter to assist us in providing adequate accommodations for
our members and their guests. We appreciate the assistance of
your early registration for our October s~minar and look forward
to your early registration for November.
As you can see from the program, this month's halLday seminar
offers you an excellent opportunity to benefit from the insights
and experience of a diverse group of development industry
professionals which will be discussing the many challenges and
opportunities facing each of us as we proceed with our plans for
1982. We know this will be a valuable session for you and look
forward to seeing you on November 17.

DEC. 15

JAN 19

LAND AVAILABILITY
BREAKFAST MEETING

TOPIC OPEN
BREAKFAST MEETING
