Support further changes in the tax code to reduce the tax conse- <br /> quences of Americans working overseas. <br /> <br />3. Broaden the tax deferral options of the Domestic International Sales <br /> Corporation (DISC). If abolished, enact a comparable replacement. <br /> <br />a. Allow export trading company participation in DISC. <br /> <br />b0 Increase the ]00% exemption clause of the DISC to $500,000. <br /> <br />Support continued confidentialit~y of export license applications <br />and .shippers export declarations and communications between U. S. <br />exporters and the government which contains proprietary business <br />data. <br /> <br />5. Develop an efficient and effective specific license procedure within <br /> the U. S. Department of Commerce (Office of Export Administration). <br /> <br />6 ' EXIM Baok lending authorization should be increased. <br /> <br />7. The EXIM should be treated as a separate line item by removing it <br /> from the foreign assistance appropriations act. <br /> <br />The president of the United States should negotiate an internation- <br />al code of business conduct treaty. When the treaty has been signed, <br />the "Foreign Corrupt Practices Act" should be repealed. Until such <br />a treaty is in place, congress should immediately replace or further <br />clarify the ambiguities of the act. <br /> <br /> WORKERS' COMPENSATION (W.C.~ <br /> <br />MACI supports the following specific reforms: <br /> <br />- Limit workers' compensation awards in Minnesota to actual "wage-loss." <br /> <br />- Restrict W. C. awards to conditions that are the result of workplace <br /> accidents. <br /> <br />- Eliminate coverage for "wear and tear". <br /> <br />- Adopt the American Medical Association guidelines for objective establish- <br /> ment of disability. <br /> <br />- Bar government attorneys from representing claimants in W.C. cases. <br /> <br />- Specifically provide that the'first effort in any W.C. rehabilitation <br /> program is to return the worker to the Job he held previously. <br /> <br />- Specifically provide for non-coverage of pre-existing or non-work-related <br /> conditions and for non-coverage of so-called "statutory permanent totals." <br /> <br /> <br />
