Support further changes in the tax code to reduce the tax conse- quences of Americans working overseas. 3. Broaden the tax deferral options of the Domestic International Sales Corporation (DISC). If abolished, enact a comparable replacement. a. Allow export trading company participation in DISC. b0 Increase the ]00% exemption clause of the DISC to $500,000. Support continued confidentialit~y of export license applications and .shippers export declarations and communications between U. S. exporters and the government which contains proprietary business data. 5. Develop an efficient and effective specific license procedure within the U. S. Department of Commerce (Office of Export Administration). 6 ' EXIM Baok lending authorization should be increased. 7. The EXIM should be treated as a separate line item by removing it from the foreign assistance appropriations act. The president of the United States should negotiate an internation- al code of business conduct treaty. When the treaty has been signed, the "Foreign Corrupt Practices Act" should be repealed. Until such a treaty is in place, congress should immediately replace or further clarify the ambiguities of the act. WORKERS' COMPENSATION (W.C.~ MACI supports the following specific reforms: - Limit workers' compensation awards in Minnesota to actual "wage-loss." - Restrict W. C. awards to conditions that are the result of workplace accidents. - Eliminate coverage for "wear and tear". - Adopt the American Medical Association guidelines for objective establish- ment of disability. - Bar government attorneys from representing claimants in W.C. cases. - Specifically provide that the'first effort in any W.C. rehabilitation program is to return the worker to the Job he held previously. - Specifically provide for non-coverage of pre-existing or non-work-related conditions and for non-coverage of so-called "statutory permanent totals."
