Box J, Osseo, Minnesota 55369 (612) 425-2181 <br />South Office: 8500 210th St. W., Lakeville, Minnesota 55044 (612) 469-3881 <br /> <br />November 5, 1981 <br /> <br />Honorable Mayor and City Council <br />City of Ramsey <br />15153 Nowthen Boulevard N.W. <br />Ramsey, Minnesota 55303 <br /> <br />Re: Sewer Service through Anoka <br /> <br />Dear Council Members: <br /> <br />As authorized at your October 27, 1981, council meeting, we have reviewed the <br />possibility of providing sewer service to the southeast area along T.H. 10 <br />through Anoka. <br /> <br />Based on the Comprehensive Sanitary Sewer Plan for the City of Ramsey the portion <br />of Sanitary Sewer District I lying south of T.H. 10 and a portion lying between <br />T.H. 10 and the railroad is intended to be serviced by crossing T.H. 10 and the <br />railroad close to the Anoka border. These crossings require jacking the pipe <br />under the highway and the railroad and are generally very costly. A cost savings <br />could be realized if the cities of Anoka and Ramsey could reach an agreement to <br />share in the crossings. <br /> <br />We have contacted the Metropolitan Waste Control Commission (M~CC) and they do <br />not prohibit sanitary sewer interconnection$ between cities. However, Ramsey <br />would have to reach a long term agreement with Anoka for use of this sewer and <br />a method of sharing in the user fees charged by the MWCC. <br /> <br />Since your last meeting, we have calculated preliminary flows and invert elevations <br />based on existing information in the area and given these to Anoka's consultant, <br />Short, Elliot, Hendrickson and Associates (S.E.H.). S.E.H. is presently completing <br />surveys of the area and will prepare cost estimates of the alternatives, which will <br />be included in a feasibility study. <br /> <br />We will be present at your November 10, 1981, council meeting and report on any <br />new developments on this project. <br /> <br />Yours truly, <br /> <br />CONSULTING ENGINEERS DIVERSIFIED, INC. <br />Peter R.
