I I I I ,I I :1 I I I ,I I I I I i ~totion by CoJmissioner Deemer, seconded by Commissioner Ellis, to approve the Findings of ]:act with the addition of the following items: #11 Property is not a lot of record tt12 Request for rezoning for purpose of a gas station was denied in the past because of soils #13 Plam~ing CoJmission has reco,~nended rezoning of this area in the past. #14 - Increased traffic will necessitate upgrading of streets and intersection of 16?th Avenue N.W. and Trunk Highway #4?. #15 Development of this nature in ~msewered area will result in ~ncreased financial burden on City residents when sewer become available. Motion carried. Voting Yes: Chairman Peterson, Commissioners Dunn, Zimmer,an, Deemer, Ellis and Schneider. Voting No: None. Motion by Co,~nissioner Dunn, seconded by Commissioner Sclmeider, to reco,,nend City Council deny Mr. Schmidt's request to rezone to B-1 based on the Findings of Fact. Further Discussion: Con~nissioner Deemer states that he likes the concept Mr. Sckmidt and Mr. Muller have presented and would like to see additional business come into the co~nunity and that ~mybe PUD for this area is advisable. Commissioner Dunn disagrees golf course requires some open land but a shopping center is a shopping center. Co~aissioner Schneider - With the exception of #15 in the Findings of Fact, I feel that the parcel of land could support this type of business but the existing Comprehensive Plan ties our hands. There are other areas presently zone B-1 to accommodate a hopping center in the City of Ramsey. Commissioner ZJ~nmerman - Area around 153rd Avenue has been zone B-1 for years and it has not worked. Motion carried. Voting Yes: Chairman Peterson, Commissioners Dunn and Schneider. Voting No: Commissioners Deemer, Ellis and Zimmerman. Mr. Berg - Technically, the motion failed because of a tie vote. Commissioner Schneider - A decision has to be made regarding this particular corner. If the shopping center is denied, there will be more requests for proposed uses for this Corner. 'Art Brown - Coon Rapids Clinic was denied. Dr. Anderson was denied. Be consistent and fair. Motion by Commissioner sChneider, seconded by Commissioner Deemer, that upon approval of City Council, the Comprehensive Plan be reviewed regarding the corner of 16?th Avenue N.W. and State Highway #47. Motion carried. Voting Yes: Chairman Peterson, Commissioners limn, Deemer, Zimmerman, Ellis and Schneider. Voting No: None.
