Admittedly, their <br />location obviously has problems, else why the great vacancies? However, <br />the Ramsey City Council is certainly not the guarantor of their success. <br /> <br />As I indicated previously, I would have spoken in favor of a rezoning <br />around Hwy 47 and 167th Ave because that is where I believe it belongs. <br />I would have encouraged the realtor and the Clinic to seek land and <br />zoning at the site today proposed for rezoning WHICH I DID NOT THEN <br /> OWN. I was not consulted. <br /> <br />In short, it appears to me that all of the objections now put forth are <br />founded on the realtor's failure to pursue through the proper channels <br />zoning which would have allowed them to locate at 167th & Hwy 47. This <br />was the site or general area they wanted all along. The record fails to <br />show that they made any application to secure proper zoning through a <br />procedure such as this. Their objections, while sincere, are not founded <br />i.n fact, and must be called "sour grapes." <br /> <br />3) METRO COUNCIL <br /> <br />As I understand it, action is near regarding adoption of the City's Com- <br />prehensive Plan. If this council believes that our proposal provides <br />rem benefit to our community, as I do, it should adopt the plan showing <br />the area around 167th andtfwy 47 as a commercial site. I believe it is <br />the City's job to first and foremost provide for the well being of its' <br />citizens. This rezoning will do that. <br /> <br />Look back to the very first comprehensive plan accepted by the Metro <br />Council, that of Ravenna Township, a community of 1460 people in Dakota <br />County. These headlines from the Metro Monitor, September 1979 tell the <br />story. <br /> "Ravenna: Comprehensive Plan First to Pass" <br /> <br /> "Ravenna Differs With Coundl ..... , <br /> <br /> "Although the Council found that no major changes could be required <br />in Ravenna's plan because it presented no substantial, potential impacts <br />on metropolitan systems, the Council and Ravenna did clash over two issues". <br /> <br />-continued- <br /> <br /> <br />
