The 1981 projects <br />have all been assessed out plus the carry-over projects from 1980. The <br />special assessment rolls have been delivered to the County Auditor so <br />they can be placed on the appropriate properties. <br /> <br />This year we placed special assessments on 684 property parcels which <br />involves a lot of work. We now have a total of 1,956 parcels of land <br />with special assessments on them from all construction projects, commenc- <br />ing since 1978. When the real estate world's economy picks up, I can <br />foresee some harassment from them. <br /> <br />2. Legislation - The following is submitted on this issue: <br /> <br />a) Meeting with Lieutenant Governor Wangberg on October 30, 1981: <br /> <br />This meeting was suggested by Arnie Carlson, State Auditor, and <br />accordingl~Councilman Cox then set the meeting up with the Lieu- <br />tenant Governor. The purpose of the meeting is to discuss the <br />following issues with him: <br /> <br />-- State Local Government Aid to Cities <br /> <br />-- Taxes that affect large and'small commercial and industry <br /> <br />Accordingly, Appendix "A" of this agenda dated October 27, 1981 has <br />been submitted to Mr. Wangberg to background him on the forthcoming <br />meeting on what we will be discussing with him that day. <br /> <br />b) Municipal State Aid Street Apportionment Fund: It appears that <br />the State of Minnesota is going to try and ignore the 1980 cencus <br />for 1982 funding of M.S.A. streets. According to the recent report <br />Consulting Engineers received, the Minnesota Transportation Depart- <br />ment is still using pre-1980 federal census. We haven't received <br />our copy of the Municipal State Aid Street Needs Report dated October <br />1981. <br /> <br />c) State Local Aid: Met with Mayor Kaasa, Lake Crystal. They are <br />getting some new computer runs on State Aid distribution which hope- <br />fully we will ha~e for the next Council meeting. <br /> <br />Non-conforming Uses - We still have a complete list of them by the end of <br />the year. This pertains to a business being operated in a residentially <br />zoned are~ <br /> <br /> <br />
