Co~nissioner Schneider - One of the main considerations is how encouraging the development of this area could affect the need for sewer and water. I think our basic intent was to keep this need restricted to the lower half of the City of Ramsey. Reasons for Comprehensive Plan should be a part of Item #9 listed in the Findings of Fact. Co~nJssioner Dunn - Item #11 should be added to Findings of Fact stating that 1)roperty is not a lot of record. Mr. Bulen - Mr. Schmidt purchased the first 5 acres from me about 5 or 6 years ago and the other 1½ acres about a year ago. It has been recorded, but as two separate parcels. Co~m~issioner Schneider - Item #12 should be added to Findings of Fact stating that request for rezoning was previously denied because of soils. Proposed use at that time was for a gas station. Robert Muller Soil borings show that land is suitable for shopping center. Co~dssioner Dunn - Item #13 should be added to Findings of Fact stating that Planning Commission has recommeded rezoning this area in the past. Commissioner Zimmerman - the current zoning of this area just isn't going to work. It is a natural commercial corner. Commissioner Schneider - Item #14 should be added to Findings of Fact stating that inreased traffic will necessitate upgrading streets and intersection of 167thAvenue N.W. and TrunkHighway#47. Commissioner Dunn - Item #15 should be added to Findings of Fact stating that development of this nature in unsewered area will result in increased financial burden on City residents when sewer becomes available. Commissioner Ellis - In a growing community, you have to take advantage of natural growth areas, capture them and control them. Commissioner zimmerman - It is wrong of the City to stand in the way of development when it provides jobs and tax base. Commissioner Dunn - Where do you stop? You have to plan for an orderly and wise development. Chairman Peterson calls for a vote regarding adding Item #15 to Findings of Fact stating that development of this nature in an unsewered area will result in increased financial burden on the City residents, when sewer becomes available. -' Voting Yes: Chairman Peterson, Commissioners Dunn, Schneider and Ellis.
