I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />.I <br />i <br />i <br /> <br />Motion by Commissioner Deemer, seconded by Commissioner Ellis, to approve <br />the Findings of Fact with the addition of the following items: <br /> <br />#11 - Property is not a lot of record <br />#12 Request for rezoning for purpose of a gas station was denied in <br /> the past because of soils <br />#13 - Planning Commission has recommended rezoning of this area in the <br /> past. <br />#14 - Increased traffic will necessitate upgrading of streets and <br /> intersection of 167th Avenue N.W. and Trunk Highway #47. <br />#15 - Development of this nature in unsewered area will result in <br /> increased financial burden on City residents when sewer become <br /> available. <br /> <br />Motion carried. Voting Yes: Chai~nan Peterson, Co~mnissioners Dunn, <br />Z~im~erman, Deemer, Ellis and Schneider. Voting No: None. <br /> <br />Motion by Co~n~ssioner Dunn, seconded by Commissioner Sc~meider, to <br />recommend City Council deny Mr. Schmidt's request to rezone to B-1 based <br />on the Findings of Fact. Further Discussion: Commissioner Deemer states <br />that he likes the concept Mr. Schmidt and Mr. b~uller have presented and <br />would like to see additional business come into the comnunity and that <br />~mybe PUD for this area is advisable. Co~missioner Dunn disagrees - golf <br />course requires some open land but a shopping center is a shopping center. <br />Co~mnissioner Schneider - With the exception of #15 in the Findings of Fact, <br />I feel that the parcel of land could support this type of business but the <br />existing Comprehensive Plan ties our hands. There are other areas presently <br />zone B-1 to accommodate a hopping center in the City of Ramsey. Commissioner <br />Zimmerman - Area around 153rd Avenue has been zone B-1 for years and it <br />has not worked. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Commissioners Dunn and <br />Schneider. Voting No: Commissioners Deemer, Ellis and Zimmerman. <br /> <br />Mr. Berg ~ Teclmically, the motion failed because of a tie vote. <br /> <br />Commissioner Schneider - A decision has 'to be made regarding this particular <br />corner. If the shopping center is denied, there will be more requests for <br />proposed uses for this Corner. <br /> <br />Art Brown - Coon Rapids Clinic was denied. Dr; Anderson was denied. Be <br />consistent and fair. <br /> <br />Motion by Commissioner Schneider, seconded by Commissioner Deemer, that <br />upon approval of City Council, the Comprehensive Plan be reviewed regarding <br />the corner of 167th Avenue N.W. and State Highway #47. <br /> <br />Motion carried. Voting Yes' Chairman Peterson, Commissioners Dunn, <br />Deemer, Zimmerman, Ellis and Schneider..
