I <br />II <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />TO: Mayor and City council <br /> <br />FROM: City Administrator <br /> <br />RE: Council Old Business <br /> <br />Enclosure (D2-a) Information regarding Improvement Project #81-15 <br /> (D2-b) Documents regarding James Refrigeration Development Agreement <br /> (D2-c) Information regarding reduction of special assessment for <br /> Larry Ferber <br /> (D2-d) Letter in regards to corrections in City Ordinance #81-4 <br /> (D2-e) Letter regarding Mr. Gary Gorham's offer of a lot in Go~ham <br /> Sandy Acres to the City of Ramsey <br /> <br />CASE #1: RESOLUTION ADOPTING ASSESSMENTS FOR IMPROVEMENT PROJECT #81-15, <br /> <br />SEALCOATING THE FOLLOWING STREETS: 157TH LANE NW, 158TH LANE NW, <br />158TH AVENUE NW, RADIUM STREET NW, SODIUM STREET NW: <br /> <br />Background Information: This case was before the City Council on <br />September 22, 1981 to adopt the assessment rolls for Project #81-15, <br />however, it was defeated by a 3/2 vote. <br /> <br />Problem: Inasmuch as Council approved Projects #81-11, #81-12, and <br />#81-14, you will need to state your reasons for not assessing out <br />Project #81-15. You will have to, by law, assess out at least 20% <br />of the cost of the above project. You really have a problem because <br />our policy is 100% assessment on all major improvements and sealcoating <br />is a major improvement. <br /> <br />The following information is submitted as enclosure (D2-a) for your <br />review in taking action on this case: <br /> <br />a) Map showing scope of project <br />b) Public hearing notice <br />c) List of citizens/addresses <br />d) Breakdown of assessment cost <br />e) Minutes of public hearing dated September 22, 1981 <br /> (Please refer to enclosure A-~ of this Council agenda.) <br />f) Council minutes dated September 22, 1981, page 6, case <br /> #5 (Please refer to enclosure A-~ of this Council agenda.) <br />g) Proposed resolution for Council adoption <br /> <br /> <br />
