Documents which support informa- <br /> tion included in the Use Repot:t must also be <br /> F ade available for public examination. <br /> PUBLIC NOTICES <br />Inll required public notices must be Published <br />a newspaper of general Circulation which <br />serves your community. The purpose of this <br />requirement is to give 'all citizens <br /> equal <br />ccess to information about revenue sharing <br />~public hearings, the Use Report, and the <br />~enacted budget. Some governments will not <br />nave a newspaper of general circulation <br /> <br />iwhich is available to their citizens. In these <br />ocations, newspaper publication would be <br />~mpossible. Residents of other areas may <br /> <br />l~naaVe a newspaper available to them, but it <br />y not be read by a substantial number. <br />Consequently, newpaper publication of no- <br />n ces would be impractical or not useful as a <br /> eans of notifying citizens. In addition, <br /> <br />governments which receive a small amount <br />of revenue sharing money may find that the <br />cost of newspaper publication of notices will <br />exceed fifteen {15) percent of the amount of <br />funds received during the year. <br /> <br />If your govermnent faces any of these <br />obstacics to publishing revenue sharing <br />notices in a newspaper, the Chief Executive <br />Officer may request a waiver of the <br />newspaper publication requirement. If a <br />waiver is qranied by the Or' <br /> .... ,nee of Revenue <br />$1mrin~, an approved a!iernative publication <br />me~t~od t-suet be used by Vour government to <br />contact its citizens. A government news- <br />letter or posting are two examples of <br />approved alternative publication methods. <br /> <br />Notification of the News Media and <br />Community-based Organizations <br /> <br />Whenever any p~gbIic notice is required to be <br />published in a newspaper, your government <br />must advise the news media, including <br />minority, bilingual, and foreign language <br />news media, that this information is available <br />to them. States and metropolitan govern- <br />ments may fulfill this requirement by <br />contacting the majo~ news services located <br />within their jurisdiction. In' addition to <br />notifying the news media' (which might <br />include such services as the press, TV and <br />radio stations), your government should <br />make reasonable 'efforts to inform civic <br />organizations, federations, and other com- <br />munity-based organizations of' the availabi!- <br />ity of this information. ':' · ~ <br /> <br />III.- SPECIAL REQUIREMENTS <br /> <br />Senior Citizen Participation -. <br /> <br />State and local recipient governments are <br />required to make special efforts to provide <br />senior citizens and their organizations with <br />an opportunity to participate in revenue <br />sharing public hearings. <br /> <br />It is expected that your government will: <br /> <br /> · Identify the senior citizens organiza- <br /> tions located in its area <br /> <br />1&4 × -¢) <br /> <br /> <br />
