PUBLIC NOTICES Inll required public notices must be Published a newspaper of general Circulation which serves your community. The purpose of this requirement is to give 'all citizens equal ccess to information about revenue sharing ~public hearings, the Use Report, and the ~enacted budget. Some governments will not nave a newspaper of general circulation iwhich is available to their citizens. In these ocations, newspaper publication would be ~mpossible. Residents of other areas may l~naaVe a newspaper available to them, but it y not be read by a substantial number. Consequently, newpaper publication of no- n ces would be impractical or not useful as a eans of notifying citizens. In addition, governments which receive a small amount of revenue sharing money may find that the cost of newspaper publication of notices will exceed fifteen {15) percent of the amount of funds received during the year. If your govermnent faces any of these obstacics to publishing revenue sharing notices in a newspaper, the Chief Executive Officer may request a waiver of the newspaper publication requirement. A government news- letter or posting are two examples of approved alternative publication methods. Notification of the News Media and Community-based Organizations Whenever any p~gbIic notice is required to be published in a newspaper, your government must advise the news media, including minority, bilingual, and foreign language news media, that this information is available to them. States and metropolitan govern- ments may fulfill this requirement by contacting the majo~ news services located within their jurisdiction. In' addition to notifying the news media' (which might include such services as the press, TV and radio stations), your government should make reasonable 'efforts to inform civic organizations, federations, and other com- munity-based organizations of' the availabi!- ity of this information. State and local recipient governments are required to make special efforts to provide senior citizens and their organizations with an opportunity to participate in revenue sharing public hearings.
