The advertisement must include the following information: · The date, time and location of the budget hearing · A summary of the legislative budget, indicating how the government plans to use revenue sharing money · A statement that the public has a right to provide written and oral comments on the entire budget and ask questions concerning the relationship of revenue sharing to the rest of the budget. The notice must also state that a copy of the entire budget proposed for adoption will be available for public inspection at the govern- ments's main offices. This information must be on display at least ten (10) days before the meeting. The purpose of these requirements is to give you the time and information needed to become acquainted with the uses planned for revenue sharing money and other funds in the legislative budget being considered for adoption. Budget Hearing Budget Hearing Atlernative Your government may be required by State or local law to follow certain budgeting procedures. These procedures may be used as an alternative to budget hearing require- ments if they include a public hearing at which all citizens may: · Offer written and oral comments on the entire budget; · Ask questions about the proposed uses of revenue sharing funds and other monies in the budget. State or local law also may require your government to publish notice of its budget hearing, or to permit public inspection of its proposed budget for less than ten (10) days. The use of such a time period for publication of notice or public inspection of documents is acceptable, if the amount of time provided is more thanTthree (3) working days. The use of an alternative budget hearing procedure does not exempt a government from meeting revenue sharing public hearing and public notice requirements. Public notices for budget hearings must include the required revenue sharing information. Public Notice ~ of Enacted Budget No later than thirty (30) days after the budget has been enacted, your government must make a summary of the entire adopted budget avail- able for public inspection. 3
