!
I

I
I
I
I
I
I

I
I
I
I
I
I
I

I
I

An inventory of conditions of Ramsey's thoroughfares is as
follows:

l) The existing road network consists basically of County
and State highways.

2) Problems with the present road system include:

a)

There a~e only three east-west roads in Ramsey -
Highway 10, County Road 63 (Green Valley Road),
and Industry Avenue. County Road 63 functions
as an east-west collector, however, its current
alignment is not straight and it lacks continuity.

b)

The City is completely isolated by the Rum River
and the railroad from quick access by emergency
vehicles.

c)

TH 47 through Anoka has limited potential to carry
additional traffic because of right-of-way con-
stralnts, and dangerous "S" khaped cumve by the
railroad. Also,~the railroad isolates the City
from quick access by emergency vehicles. Therefore,
a bridge crossing of the Rum River is extremely
critical to the development and the public safety of
the'citizens in Ramsey. A bridge crossing over the
Rum River'in the'vicinity of County Road 116 would
provide access to railroad underpass on Seventh Avenue
in Anoka~

There.is a lack Of'service dmives along TH 10.

e) Theme.ape no Controlled intersections where the local
collectors intersect with TH 10, although both County
Road 56 and 57 intersections are scheduled for sig-
nalization in 1981.

f) Ther~ is presently a lack of any collectors soUth
of TH 10.

g)

h)

Existing development and environmental constraints
limit options available for providing for new collectors.

As a result of uncontrolled access to TH 10, there
have been several fatalities.

~)

~)

Until 1975 the City did not require that the streets which
are part of a subdivision be improved with bituminous or
concrete. Ail subdivisions in the City now require street
improvements.

Ail City streets within new subdivisions' are improved with
a bituminous surface at the time of platting. MSA streets
are presently being improved with MSA funds as they become
available and all other streets are upgraded as residents
request by'petitions.

~ 66 7-6-81
