I I I I I I I I I '1 I I I I I I I THOROUGHFARE SYSTEM b. Plan 5) Ramsey has a Municipal State Aid (MSA) system with $675,000 of improvements programmed for 1981-1986. Some of these improvements include: a) Variolite Street from 161st to County Road 63 - asphalt surfacing. b) Variolite Street south of 1615t to County Road 56 - base material and asphalt ~urfacing. 6) c) 167th Street C.S.A.H. #5 to TH 47 then to Jasper - right-of-way acquisition, dirt and base material, and asphalt surfacing. Present subdivision ordinance does require limited access onto collectors, minor arterials, intermediate arterials, and primary arterials. 7) The County Thoroughfare Plan _-designates County Road 116 as a major east-west arterial with a Rum River bridge crossing connecting Ramsey to S.T.H. No. 10 at Round Lake Boulevard. The County Thoroughfare Plan also designates a minor east-west arterial and Rum River Crossing along an alignment of 156th Avenue Northwest swinging to the north and then following 1615t Avenue. 8) Present road design standards are: a) New roads must be surfaced with an impervious surface. b) ConCrete curb and gUtter for all MSA urban streets. c) RightzofZway width: Thoroughfare 150 feet Collector' 80 feet Minor'. .66 feet Cul-de-sac 65 feet radius Service 66 feet 9) In the Urban Area, street improvements are required even though Utility construction' will probably require street reconstruction, except for industrial plats. In response~to these issues, the City of Ramsey offers the following ThorOughfare System Plan.~ 1) To better provide for local trips, the City of Ramsey should provide the following: a) Eas~-west and north-south collectors should be located at one mile intervals or less where possible (specific location'shown onthorOughfare map). 67 7-6-81
