My staff has reviewed the information and its consistency with
the Interim Development Regulations for the Critical Area.

Our review indicates the proposal, is consistent with the Mississippi River
Corridor Critical Area Interim Development Regulations with the single
exception of the setback requirement. I would like to point out that the
Interim Development Regulations contain criteria for granting a variance.
These criteria must be applied and justified by the City-prior to. g~'anting
andy Variances. Our review indicates little "hardship" in this area..

I would like to take this opportun~.ty to ask about the progress on the Ramsey
Critical Area Plan and Regulations. It has been quite some time since the
Metropolitan Council completed their revie~r. As'I stated at a previous
meeting, the EQB will not consider approval of your plan till the major
problems identified by the Metropolitan Council are resolved. I had under-
stood that Ramsey was going to 'try to resolve the Critical Area issues prior
to the 'entire City Comprehensive Plan. In our meeting wit, staff from the
DNR and' Metro Council, I thought']the City. was going to Present a lot size
standard for the Crt[ical Area and Rum River for our review. I would
appreciate your written response to these concerns and a time table for
submitting changes to your Critical Area Plan and regulations.

I

If you have any questions on either of the subjects addressed in this letter,
feel free to call me.

I
I

Sincerely,

C1 ift J~ichinger
Critical Areas Program Coordinator

I
I

CJA: sa s

AN EQUAL OPPORTUNITY EMPLOYER

r-
