To qualify for this special levy, a written lawful order issued prior to January 1, 1977 by an agency of the state or federal government must exist and be enforceable or, similarly, a stipulation agreement or permit for treatment works or disposal system for pollution abatement initially issued before January 1, 1977 must exist~ Furthermore, such order or permit must require expenditures in budget year 1982. If a special levy for a particular order, agreement or permit has not been claimed ~m on a previous Form 280, provide a copy of the order, stipulation agreement or permit with the 1981/1982 Form 280.
