Mr. Schnelle stated that Mr. Pearson's property, at one time, could have been <br />subdivided into 2½ acre lots and now that is no longer possible because of the <br />Comprehensive Plan, therefore his land is valued too high. Councilmember Cox <br />also stated that Mr. Pearson's property is not conducive to good commercial <br />agricultural activity. Mr. Cox further stated that most people moved to Ramsey <br />because of the openness, we then abuse the landowners and ruin their opportunity <br />for commercial agriculture, and that the landowners should be paid for keeping <br />their land open. Mr. Starkey stated that the State has us by the throat on <br />this issue because Anoka's farmland assessments are considered too low in <br />comparison to other counties around us. He further stated that farmland owners <br />can argue their case at the County Board of Review set for Jul'y 6, 1982 and <br />the State Board of Review set for November 15, 1982. Councilmember Cox feels <br />farmland valuation should not be raised at all because of changes in zoning <br />and productivity of soils. Mr. Schnelle feels that Mr. Pearson's property <br />should be valuated at Green Acre value because it's potential has been shot <br />completely. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Cox to have a <br />representative of the State Agriculture Office inspect farmland in Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Cox and Van Wagner. Voting No: None. <br /> <br />Case #13: Mike Rauch - 16019 Ramsey Blvd. <br /> <br />Mr. Rauch inquired if Council could justify a $9000 EMV increase within 2 years. <br />He stated that he purchase the lot and built a home on it two years ago for <br />$45,000. He further stated that he is in the process of finishing off his <br />basement, but that it is not yet complete and now he has lost 1/3 of his front <br />yard due to County road improvements and ½ of his back yard is swamp. Mr. <br />Rauch stated that his EMV last year was $67,700 and was raised this year to <br />$76,700. <br /> <br />Motion by Councilmember Cox and seconded by Mayor Gamec to leave Mr. Rauch's <br />EMV the same as 1981 because the property was over-valued to begin with. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Cox and Van Wagner. Voting No:~ ~ne. <br /> <br />Case #14: Erwin ~ ' Elk River <br /> <br />Mr. Smith stated that he owns property in Ramsey and his valuation has gone <br />up over $6500. He further stated that the land is undeveloped Green Acres <br />and is used for pasture only. Councilmember Van Wagner advised Mr. Smith <br />that the State has dictated a raise in value of farmland and that he can <br />argue his case at the State Board of Review on November 15, 1982. Council- <br />member Cox stated that agricultural commercial property has been deteriorated <br />to zero and Green Acres should not be taxed. Mayor Gamec informed Mr. Smith <br />that a representative of the State Agriculture Office will be invited out to <br />Ramsey to make an inspection of farmland. <br /> <br />Council Action: None. <br /> <br />Council then proceeded to take action on the following river lot situations. <br /> <br />BoR/June 1, 1982 <br /> Page 4 <br /> <br /> <br />
