Councilman Cox said he thought all the board members should find out about
this.

Mayor Gamec said he wondered why commercial business has to contribute to
schools because the only ones that really benefit by the schools are the
homeowners.

County Assessor Thurston said the businessman can pass on his increased expenses,
but the homeowner cannot.

Councilman Cox asked what action was done regarding Mobil International.

County Assessor Thurston said he did not hear from Mr. Ernie Peterson, owner
of Mobil International and that nothing could be done for Mr. Dick Blomquist
until Mr. Peterson initiates some action.

Councilman Cox asked about the 1% law regarding valuation reduction.

County Assessor said that 1% of the total amount of the 1980 assessment is
$1,660,766.

City Assessor Wirz said that $2,182,660 is the amount, of reduction he got
when everything was reduced to the 1979 valuations.

County Assessor Thurston said if that figure is over 1% of the total market
value, none will be allowed.

Councilman Sorteberg said the present reduction is 25% too high.

City Assessor Wirz said there were reductions that he made before the
Board of Review for those who called in, but they were very small.

Mayor Gamec questioned page 1 of the list of valuations, Parcel ~6170,
which listed the valuation from $12,000 to $96,000.

City Assessor Wirz said it should be from $12,000 to $9600.

County Assessor Thurston said anybody who is on record that they appeared
before the Board of Review can appeal their valuation.

Mayor Gamec noted on the valuation list on page 1, Parcel ~3980 that it states
the valuation from $7300 to $62,800 and it should be $73,000 to $62,800.
He also noted on Plat 89228, Parcel #600 that it states the ~aluation from
$67,800 to $44,600 and it should be $67,800 to $47,500. He also noted on
Plat ~91040, Parcel #30 that it states the valuation from $240,000 to
$19,900 and it should be from $240,000 to $198,500.

Councilman Cox asked if the 1980 valuation should be reduced 75%

Councilman Sorteberg said it could be reduced at 74%.

County Assessor Thurston said $1,527,862 is the figure reached by reducing
at 70%, which would give not quite a $133,000 leeway.

Board of Review
May 29, 1980
Page 2
