The Board of Review reviewed the State law and found it would prohibit
reducing the 1980 valuation by more than 1% of the total amount of the
1980 valuation; consequently, the board directed that a resolution be
adopted to reduce the 1980 commercial valuations to 70% of the difference
between the 1980 and 1979 valuations.

Motion by Councilman Cox to adopt Resolution 80-1 Stating the City of
Ramsey's Position on the Unfairness of the State Tax Structure on Commercial
and Industrial Buildings and Land, and Bare Platted Land (Residential, Commercial,
and Industrial Lots) and to direct the City Assessor of the City of Ramsey
to reduce the land and .building valuation established for 1980 to 70% of
the difference between the 1980 and 1979 valuation on commercial and
industrial buildings and land, Class W properties, bare platted zoned
commercial and industrial and new construction, if any, on industrial/
commercial property, and that copies of this resolution be sent to the
Anoka County Board and to the Governor, Commissioner of Revenue and
Commissioner of Economic Development of the State of Minnesota.

Motion seconded by CoUncilman Reimann. Voting yes-Mayor Gamec, Councilmen
Sorteberg, Reimann, Mickelson and Cox. Voting no-None.

Motion carried. Please refer to resolution file for Resolution 80-1.

County Assessor Thurston said he would leave the Abstract here and show what
had to be signed and filled out. He said everything had to be rounded out so
that the 70% figure might be a little under.

City Assessor Wirz asked if it would be satisfaotory to reduce Lot 1,
Block 5 of Rum Acre Estates back to the 1977 valuation of approximately
$450O.

Motion by Councilman Reimann and seconded by Councilman Cox to reduce
Lot 1, Block 5 of Rum Acre Estates to 1977 valuation because it is an
unbuildable lot due to the fact that the drainage situation has to be
corrected before it will be a buildable lot.

Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Reimann,
Mickelson and Cox. Voting no-None.

Motion by Councilman Reimann and seconded by Councilman Mickelson to
adjourn the Board of Review.

....
