Councilman Sorteberg asked what base amount was used on square footage
in 1977 and 1979.

County Assessor Thurston said that in 1977, $12.43/sq. ft. was used and
in 1979, $14.49/sq. ft. was used on the service portion of the property
and $25.24/sq. ft. was used on the showroom. He explained that the value
did go up and there was a large increase in the limited value thus a large
increase in taxes.

Mayor Ga/nec said the board must decide tonight what it is going to do about
the increases.

Councilman Cox said he didn't think the county or anyone else had the authority
to jump somebody's taxes that much because it could run them right out of
business and it is oftentimes the straw that will break the camel's back.
He said he thought the Board of Review should advise the county to make
some adjustment.

Mayor Gamec said it appeared that if Mr. Blomquist's valuation went up
$40,000, the whole area out there must have jumped that much also.

Councilman Cox said nothing is being done to encourage any developments.

County Assessor Thurston said he found the showroom was valued wrong for
several years because it is not a service-type building.

City Administrator Schnelle suggested that the board ask that the County
Assessor sit down with the City Assessor and redo the figures and present
them to the board so it could review them and see if there are any discrepancies.

County Assessor Thurston said he didn't think anything could be done without
Mr. Ernie Peterson, the owner of the property, requesting a breakdown. He
suggested getting together with Ernie Peterson and Mr. Blomquist to go
over everything and then bring it to the next regular council meeting on
Tuesday, May 27, 1980 for review.

Mr. A. ~. Bullick, 555 - 127th Ave. N.W., Lot 4, Block 4

Mr. Bullick explained that two weeks ago, he was at the Board of Review
regarding four lots that were double in assessed, valuations. He said
that he went in to pay the taxes today and they were five times this
year what they were last year.

City Assessor Wirz explained that the valuation went from $1200 to $10,000
for the simple reason the city couldn't increase the valuation for three
years after development.

Councilman Cox said he felt the best thing, the city could do is keep the
valuations way low and raise the mill rate.

Mayor Gamec said that at the Anoka Board of Review they had mainly residents
in complaining and he heard their valuations were higher than Ramsey'so

Councilman Cox said he talked to somebody in the business community who felt
that it would do no good to come to a Board of Review meeting.

Board of Review
May 22, 1980
Page 2
