Additional state law requirements <br />Cities must also draft their zoning ordinances to meet the requirements of <br />state law outside of the Municipal Planning Act. The following is not a <br />comprehensive list of state laws that effect city zoning, but discusses some <br />of the most common limitations of city zoning authority. <br />a. Flood plains, shoreland and wild and scenic rivers <br />Some land is subject to special protection under state law because it contains <br />important natural resources, such as lakes and rivers. Cities are generally <br />required to adopt standards for development of these types of land areas that <br />meet established state standards. Generally such ordinances are subject to <br />the review of the State through the Commissioner of Natural Resources. <br />b. Manufactured homes <br />No city zoning regulation may prohibit manufactured homes built in <br />conformance with the manufactured home building code and which comply <br />with all other zoning ordinances promulgated pursuant to state law. <br />Cities can apply architectural and aesthetic requirements to manufactured <br />homes, but only if the same architectural and aesthetic requirements also <br />apply to all other single-family homes in the zoning district, not just to <br />manufactured homes. <br />League of Minnesota Cities Information Memo: 1/20/2015 <br />Zoning Guide for Cities Page 10 <br />
