1. EXECUTIVE SUMMARY <br />City of Ramsey Improvement Project 16-36 proposes to construct a storm sewer system outlet <br />for the regional stormwater pond serving Business Park 95. Figure 1 in Appendix A shows the <br />properties that will benefit from the proposed improvements. Figure 2 in Appendix A shows the <br />scope of the proposed improvements. <br />A regional stormwater pond was provided for development of the Business Park 95 properties in <br />1995. However, a storm sewer system outlet was never constructed so this pond remains land- <br />locked which will limit the ability for businesses to expand within this business park, such as <br />recently occurred when Dedicated Networks tried to expand in 2015. This resulted in the Lower <br />Rum River Watershed Management Organization making their Permit approval contingent on <br />the City of Ramsey guaranteeing that an outlet for the pond would be constructed in 2016. <br />This improvement project is included in the City's current 5 -year Capital Improvement Plan for <br />construction in 2016 at an estimated cost of $350,000. The engineer's opinion of probable costs <br />for constructing the proposed pond outlet improvements, which is included in Appendix B, is <br />$332,500. These costs include 10% contingency costs to account for additional costs discovered <br />during final design, as well as 23% indirect costs for administrative, engineering, finance and <br />legal costs. <br />The pond outlet improvements are proposed to be funded entirely with Stormwater Utility Funds. <br />Staff explored the use of special assessments to benefiting properties to pay for a portion of the <br />costs, but based on project records it was determined that the City fully intended to construct the <br />outlet improvements in the future when warranted without assessing benefiting properties within <br />the business park. Staff therefore proposes to utilize Stormwater Utility Funds to pay for all of <br />the improvements. The project schedule outlined in this report therefore does not account for <br />public hearings or other required public process timelines per State Statute Chapter 429 or the <br />City Charter. <br />It is Staff's opinion that the proposed improvements would best be constructed as a stand-alone <br />project in 2016, and that the improvements are necessary, feasible, and cost-effective from an <br />engineering standpoint, and can be constructed as proposed herein. <br />Feasibility Report <br />Business Park 95 Regional Stonnwater Pond Outlet Improvements <br />City of Ramsey Project No. 16-36 <br />Page 1 <br />
