pointed out that Elk River's facility is very nice, but is still not extravagant. They built their <br />facility very conservatively. He said the numbers BKV Group is proposing, are just estimates. <br />They may be able to go down as far as square feet, however they don't want to plan so tight that <br />there is no room for adjustment when it is time to obtain bids. <br />Chairperson Riley questioned if the space could be reduced by 25% if it is needed, as this gets <br />further into planning <br />Mr. Schwartzman said it would be tough. It could be done, but it will be difficult. He stated his <br />Group tried to make this enough to cover anything that needed to be done. In the end, there are <br />ways to reduce the costs somewhat. He said they could cut by size or quality, but neither is <br />necessary in what would work for this site. As we go through the next stages of development, <br />more detail in costs becomes available. All the equipment, mechanical systems, etc. will become <br />more detailed. He said he would be reluctant to advise cutting a large amount out because there <br />is not enough room for adjustments then. <br />Chairperson Riley asked if the 66,000 square feet this study says is needed does include the two <br />buildings that will not be kept. <br />Mr. Healy responded they are included. <br />Chairperson Riley clarified that 66,000 square feet will not be built. <br />Mr. Healy said it won't be built in Option A. <br />Mr. Schwartzman discussed whether the numbers in the study included remodeling amounts or <br />new construction. He said he will double check that. He pointed out that the costs listed will <br />have to be escalated to the current value. <br />Chairperson Riley acknowledged that the costs would need to be inflated by 5% every year. He <br />requested the BKV Group present pictures of what other cities have done. He said he wanted to <br />use them to provide credibility to what has been done, and what Ramsey needs to do. <br />Public Works Superintendent Riemer stated he thought the study was thorough and anything <br />necessary was considered appropriately. He invited the Committee members to visit the site and <br />look through all the areas. He noted he helped create a video for QCTV, and that gave him the <br />opportunity to look at it through someone else's eyes. He explained how he had to move several <br />things to get to the item he wanted, and this is a very common occurrence. He said he is used to <br />it, but it is very crowded in this facility. <br />Chairperson Riley asked Public Works Superintendent Riemer if he could identify where cuts <br />could be made for costs if necessary. <br />Public Works Superintendent Riemer said he could. <br />Public Works Committee / November 17, 2015 <br />Page 4 of 6 <br />
