Commissioner VanScoy questioned who created the strategic action plan. <br />City Administrator Ulrich reported this plan was a joint effort between staff and the City <br />Council. <br />Commissioner VanScoy inquired the level of commitment from staff in order to achieve these <br />goals. <br />City Administrator Ulrich explained staff was very conscience of the goals with the plan and <br />staff took into consideration what steps needed to be takin in order to achieve these goals. <br />Commissioner Bauer asked if staff to into consideration the City's growing tax base when <br />considering the City's financial stability. <br />City Administrator Ulrich reported this was considered by staff and noted it took approximately <br />two years for a newly developed property to get onto the tax rolls. <br />Chairperson Levine thanked City Administrator Ulrich for his thorough report. <br />5.03: Review 2015 Planning Commission Annual Report <br />Presentation <br />Community Development Director Gladhill presented the staff report and reviewed the 2015 <br />Planning Commission Annual Report. He indicated 2015 was a very busy year for the Planning <br />Commission. The primary role of the Planning Commission was discussed along with the <br />related strategic action items. He noted the new construction activity that occurred in the <br />previous year. He was looking forward to the City rolling out e -permits on the City' s web site. <br />He explained staff would be presenting this report to the City Council at the State of the City <br />event next week. <br />Chairperson Levine thanked staff for the report. <br />5.04: Receive Update on Recent Trend of Home Occupation Permit Applications. <br />Presentation <br />City Planner Anderson presented the staff report stating the purpose of this discussion topic <br />is simply to update the Planning Commission on a potential developing trend Staff has noticed <br />recently regarding home occupation requests. Over the past couple months, Staff has had at least <br />three (3) inquiries from residents interested in starting a home based business with a focus on <br />firearms. Note that the inquires have not included manufacturing of ammunition but rather have <br />had a focus on off-site firearms training, custom made firearms, and/or retail sales (online and at <br />shows without customer visits to the property). <br />Planning Commission/February 4, 2016 <br />Page 5 of 7 <br />
