Councilmember Riley recognized the points made by Parks and Assistant Public Works <br />Superintendent Riverblood and noted that those would apply to all departments and therefore <br />that would support the need for a joint account. <br />Acting Mayor LeTourneau confirmed the consensus of the Council that this fund would be rolled <br />in to handle the capital maintenance and replacement needs throughout the City. <br />City Administrator Ulrich stated that staff will review the fund to make a recommendation for <br />the distribution formula as this fund would not be sufficient as currently setup. <br />Finance Director Lund reviewed the distribution percentages currently in place for the different <br />funds. <br />Councilmember Riley stated that it would be his opinion that the less funds/accounts that the <br />City has the better, explaining that rather than having several accounts with smaller balances he <br />would prefer to have one account with a larger balance. <br />Councilmember Shryock asked for additional information on the public facilities fund and the <br />public improvement revolving fund. <br />Finance Director Lund provided different examples of what each fund has been used for <br />recently. <br />Acting Mayor LeTourneau stated that perhaps this should be added as a future case to determine <br />which funds could be combined together or if that would not be an option. <br />Finance Director Lund noted that the use of the funds would be too different to merge the funds <br />together. <br />Councilmember Johns stated that it seems that the current setup is working. She asked if there <br />are maintenance needs currently that the City has that are not covered by the other three funds. <br />Finance Director Lund stated that in 2005 the park maintenance fund was created through the <br />equipment fund. <br />Councilmember Kuzma stated that perhaps what should be focused on is the reallocation of the <br />funds in order to increase the funding for the maintenance fund. <br />Councilmember Shryock agreed that the discussion should most likely fall towards the <br />percentages for each fund as it does not appear that the other funds can be combined. <br />City Administrator Ulrich agreed that the discussion would need to occur in regard to <br />reallocation of the percentages and renaming the fund from park maintenance fund to public <br />facilities maintenance fund. <br />City Council Work Session / March 22, 2016 <br />Page 4 of 6 <br />
