Finance Director Lund provided an example of a potential breakout for the percentages to be <br />amended as follows: 10 percent for the equipment fund, 20 percent for the park maintenance <br />fund, 35 percent for the public facilities fund and 35 percent for the public improvement <br />revolving fund. She noted that staff would research the best allocation and bring that <br />recommendation back to the Council. <br />Councilmember Riley stated that he did not believe the fund would need a cap or a minimum <br />fund balance. <br />Mayor Strommen arrived. <br />Acting Mayor LeTourneau confirmed the consensus of the Council to add "capital" in front of <br />maintenance to better identify the purpose. <br />2.02: Review 2016-2020 Capital Improvement Plan (CIP) <br />Finance Director Lund reviewed the staff report. <br />Councilmember Williams asked how the projects ended up on the list. <br />Parks and Assistant Public Works Superintendent Riverblood stated that staff, together with the <br />Park and Recreation Commission, attempt to gauge the current park and trail needs along with <br />the anticipated needs for the future. He noted that they have also asked the Athletic Association <br />to be more involved in determining the future needs and funding. He reviewed the items <br />included on the CIP for 2016 and 2017. <br />City Engineer Westby briefly reviewed the larger street improvements scheduled on the CIP <br />from 2016 through 2020. <br />City Administrator Ulrich noted that this item can come back for further discussion. He advised <br />that at the meeting tonight there will be a proposed action to bring the item forward for a public <br />hearing on April 12t. <br />Mayor Strommen stated that this item can be discussed further during a worksession prior to the <br />public hearing. She noted that the Council has desired further discussion of the CIP in the past <br />but there has always been a time crunch when the item is on the agenda and wanted to ensure <br />that sufficient time is allocated for the discussion. <br />Councilmember LeTourneau asked what would happen if there is not sufficient time for full <br />discussion at the worksession prior to the public hearing. <br />Mayor Strommen noted that the item can still move forward to the public hearing and if the <br />Council desires additional discussion that could continue following the public hearing at another <br />worksession. <br />City Council Work Session / March 22, 2016 <br />Page 5 of 6 <br />
