Council will be considering several incumbents for the Environmental Policy Board and one <br />incumbent for the Economic Development Authority, as well as four new applicants for the <br />Environmental Policy Board and the Park and Recreation Commission. <br />Councilmember Shryock arrived. <br />The Council interviewed and received responses from the applicants. <br />Human Resources Manager Lasher asked that the Council begin with the incumbent applicants <br />and reviewed the incumbent applicants and noted that each is recommended for reappointment <br />by the Chair or most tenured member. <br />Councilmember Shryock stated that. on the EPB there are many terms up for reappointment and <br />wondered if there was a reason for that. <br />Human Resources Manager Lasher noted that the attempt is to stager terms to avoid this type of <br />situation and therefore the new member for appointment to that Board is recommended for a two <br />year term which will assist in providing that staggering again. <br />The consensus of the Council was to reappoint the incumbent applicants as recommended. <br />Acting Mayor Pro Tem Riley stated that his preference for the vacant position on the Park and <br />Recreation Board is Matt Logan and confirmed the consensus of the Council to appoint him to <br />that position. He referenced the vacant position on the EPB and asked for input. <br />Councilmember Johns noted that she rated Lucas Trossen as the strongest applicant. <br />Councilmember Kuzma stated that he ranked Colleen Anderson as the strongest applicant <br />because of her knowledge of building codes. <br />Councilmember Shryock agreed that Colleen Anderson's background would most likely help her <br />come up to speed more quickly than other applicants. <br />Councilmember Johns noted that overall she did have Colleen Anderson as the strongest <br />candidate but believed that she would provide more assistance in a planning position. <br />Acting Mayor Pro Tem Riley stated that he would recommend keeping Colleen Anderson as a <br />backup for the Planning Commission should a vacancy arise. <br />Human Resources Manager Lasher noted that the EPB term is a two-year term and in that <br />timeframe a vacancy would most likely arise by that time. She noted that Lucas does have an <br />environmental degree. <br />City Administrator Ulrich stated that Lucas . Trossen and Lonnie Gray both have strong <br />environmental backgrounds and advised that in the Comprehensive Plan process there will be <br />opportunities for Colleen to assist in that opportunity. <br />City Council Work Session / March 8, 2016 <br />Page 2 of 4 <br />
